The Regional Land Transport Plan (RLTP) is the 10-year investment proposal for Auckland’s transport network.

Auckland’s next RLTP will be submitted to the New Zealand Transport Agency (NZTA) on 1 August 2024. It sets out which projects, programmes and operating items Auckland Transport (AT), the NZTA and KiwiRail are seeking to fund, or partly fund, from the National Land Transport Fund. As such, it is a ‘bid document’ to the NZTA.

Although the RLTP is subject to funding uncertainty, it also helps outline the regional plan for capital transport investment over the next decade.    

The RLTP is a companion document to the Regional Public Transport Plan, which sets out planned public transport services over the next decade.

Overview

The RLTP details the areas that AT, NZTA and KiwiRail seek to focus on in response to our region’s transport challenges. It also outlines the proposed 10-year investment programme for specific transportation projects.

The RLTP is reviewed every 3 to 6 years, with the next review taking place in 2024.

The list of projects and workstreams in the RLTP will be heavily guided by central and local government policies, strategies and decisions.

Funding

To support our growing city and ensure its resilience, Auckland’s transport system is funded through a range of sources including:

  • Auckland Council – rates, development contributions and debt
  • central government – funding from the National Land Transport Fund and other direct Crown funding for projects, including the City Rail Link and the New Zealand Upgrade Programme
  • user pays service charges – parking fees and public transport fares
  • Regional Fuel Tax*

*The Regional Fuel Tax (RFT) was implemented in Auckland on 1 July 2018, adding 10 cents a litre (plus GST) to petrol and diesel. Collection of the Regional Fuel Tax will end on 30 June 2024.

2021–2031 RLTP

The 2021–2031 RLTP was approved 28 June 2021. AT sought public feedback from 29 March to 2 May 2021 and received 5,818 submissions. Thank you to everyone who took the time to share their feedback.
