Proposal outcome

In October 2020, we proposed changes to improve pedestrian safety at 80 Lunn Avenue, Mount Wellington. After reviewing all the feedback we received, we are proceeding with the work as proposed. These works will help support our Vision Zero goal.   

What happens next

We anticipate the changes will be constructed by the end of June 2022 (subject to funding availability), but we will let you know if there are further changes or delays. We will be in touch with local residents and businesses prior to any construction taking place. 

Community feedback

Thank you for helping us make better decisions for your neighbourhood, informed by your local knowledge.  A summary of your feedback and our responses to community questions is below. 


  • Concerns this section of Lunn Avenue is very busy (with Mitre 10 and Farro driveways) and that adding a crossing here would intensify the situation. Concerns that the crossing will make the traffic congestion worse.  
    As the proposed pedestrian island crossing provides priority to vehicles and not pedestrians, we anticipate that the traffic operation along this section of Lunn Avenue will be similar to how it operates now. We will monitor the situation, and should the traffic conditions change, alternative options will be investigated.  
  • Concerns there will be more congestion and accidents without the median strip (the section of white diagonal lines painted in the centre of the road). This is because many drivers use the current median strip while waiting to turn right which allows other drivers to continue straight through.  
    The proposed pedestrian island crossing will allow approximately 3 or 4 vehicles to wait on the median strip for turning opportunities to enter 80 Lunn Avenue. The median strip on rest of this section of Lunn Avenue will remain with no change. Therefore, vehicles will still be able to wait on the median strip when turning into driveways. 

Crossing Location  

  • Mentions that there is already a crossing with traffic lights nearby (outside New World) that people can use.  
    The nearest signalised crossing outside New World is approximately 150m north of this proposed pedestrian island crossing. In addition, our pedestrian survey shows that there is pedestrian crossing demand around the proposed crossing location. This crossing demand is generated by the commercial properties along the entire section of Lunn Avenue between Ngahue Drive and Marua Road. Currently, pedestrians have to wait on the median strip when crossing the road which is unsafe due to the nature of the high volume through and turning traffic in the area. The proposed pedestrian island crossing and the two existing pedestrian island crossings along Lunn Avenue will help people to cross the road safely.  
  • Multiple concerns that the proposed crossing location is too close to the entry and exit of the Farro carpark. Concerns as it is already difficult turning into and out of the carpark. Concerns the proposal will hold up traffic flow and make turning right even worse with vehicles having to wait in the middle of the road 
    The proposed pedestrian island crossing is approximately in the middle of the two driveways to the Farro carpark. This will allow approximately 3 or 4 vehicles to wait on the median strip for turning opportunities to enter the carpark. This will also allow a vehicle to wait on the median strip when turning right out of the northern side of the carpark. Our peak hour site observations indicate that this is adequate to meet the crossing demand and for drivers turning in and out of driveways. As the proposed crossing provides priority to vehicles and not pedestrians, we anticipate that the traffic operation along this section of Lunn Avenue will be similar to the existing situation. However, we will monitor the situation and should the traffic conditions change, alternative options will be investigated.  
  • Suggestion to move the crossing west past the entrance to Farro carpark.  
    Alternative crossing locations were considered during the investigation stage of this project. This included moving the crossing past the entrance of the Farro carpark. However, due to the high volume of through traffic and the right turning traffic (into the adjacent driveways), the proposed location is considered the best practical location whilst maintaining traffic flow in the area.  
  • Suggestion for the crossing to be outside 70 Lunn Avenue instead 
    Moving the proposed crossing to 70 Lunn Avenue was considered not suitable as there is already an existing pedestrian island nearby.  
  • Suggestion for a mid-block crossing with traffic lights at 68 Lunn Avenue as it is very difficult for vehicles turning in and out of driveways and for people to cross the road. There is an existing pedestrian island crossing outside 68 Lunn Avenue. As the pedestrian demand along Lunn Avenue is dispersed and based on the current demand in this area, we consider the proposed pedestrian island crossing the most appropriate crossing for the location. This is because it will reduce the exposure and risk for pedestrians crossing the road by shortening the crossing distance and encourage localised lower vehicle speeds. The pedestrian island crossing will also prevent vehicles from driving for long distances on the median strip and illegally overtaking on the median. We will monitor the site, and should the pedestrian demand changed, alternative options will be considered. 
  • Suggestion to move the crossing down towards St Pierre's and to make it a zebra crossing instead 
    There is an existing pedestrian island crossing close to St Pierre’s (approximately 50m south). Additionally, this location is not considered appropriate for a zebra crossing due to the low and dispersed pedestrian demand.  
  • Suggestion to move the crossing further towards New World.  
    There is an existing signalised crossing outside New World. The distance between the existing signalised crossing and the proposed crossing is approximately 150m which is considered an appropriate distance to meet the current pedestrian demand. Therefore, the proposed crossing location is considered appropriate for the pedestrian demand.  
  • Suggestion to move the crossing further down towards Mt Wellington (around EVO cycles). This location was considered not suitable as there are already pedestrian island crossings located approximately 80m on either side of EVO cycles. 

Alternative Crossing Design  

  • Concern the design is not safe enough for pedestrians to cross as it does not slow traffic speeds.  
    The proposed pedestrian island crossing will encourage slower speeds as the road narrows at the crossing. The pedestrian islands will provide a safe place for people to wait while they are on the median strip. 
  • Concern that narrowing the road will not make it easier for pedestrians to cross as there will still be the same number of cars on the road 
    Narrowing the road encourages slower driver speeds at the crossing and also reduces the crossing distance. Therefore, this reduces the exposure and risk for pedestrians crossing the road. 
  • Suggestion to install traffic lights or a roundabout to allow for traffic entering and exiting the driveways for Mitre 10 and Farro 
    The vehicle access assessment for Mitre 10 and Farro was reviewed as part of the Resource Consent application. Based on the traffic volume along Lunn Avenue and traffic generation from Mitre 10 and Farro, there was no consent condition that required traffic lights or a roundabout for the driveways’ operation. Site observation shows the median strip is well used by turning vehicles entering and exiting these driveways. 
  • Suggestion to install a footbridge or overbridge instead of the crossing. The site is on an arterial road and the surrounding land use is largely car-oriented retail development. Businesses are set back from the road behind substantial off-street customer parking areas with relatively poor provisions for pedestrian access. Consequently, pedestrian numbers are quite low. The proposal is intended as a low-cost safety improvement and not a transformation project. Therefore, a pedestrian footbridge or overbridge is considered not suitable at this location due to the existing low pedestrian crossing demand.  
  • Many suggestions to install either a crossing with traffic lights, zebra crossing or a raised zebra crossing so that vehicles will stop, and pedestrians can cross safely 
    The proposal aims to provide some additional protection for pedestrians who currently cross the road and are at risk when they end up waiting on the median strip being exposed to right-turning traffic using the median strip. Treatments to achieve Vision Zero outcomes such as raised zebra crossings and mid-block signals are types of treatments being used increasingly in areas of high pedestrian demand. Given the low pedestrian demand, the proposed pedestrian island crossing is considered appropriate as it will provide a safer crossing location.  
  • The concern there is a bus stop right where vehicles are merging near the crossing.  
    The proposed crossing is approximately 100m away from the nearest bus stop and will not affect the operation of the bus stop.  
  • Suggestion to install a crossing with traffic lights at the Mitre 10 entrance instead as it is difficult to turn right from the carpark on to Lunn Avenue 
    We understand that it may take slightly longer to turn right during peak hours. However, this location is not considered appropriate for a signalised crossing due to the low and dispersed pedestrian demand. 

Other Feedback 

  • Mentions there needs to be a proposal to prioritise pedestrians and improve traffic flow on the entire stretch of road.  
    This project responds to requests raised by the community to provide safe pedestrian facilities along this section of Lunn Avenue. We will pass on your request regarding prioritising pedestrians and improving traffic flow along the entirety of Lunn Avenue to the relevant teams to be investigated. 
  • Concern this proposal has not considered cyclists and that the proposal will force cyclists in the way of cars where the road narrows. 
    The pedestrian side island is intended to minimise the distance that pedestrians need to cross the road and encourage slower driver speeds at the crossing. The traffic lane at the crossing will be 4.2m wide (between the side island and the central island) to allow enough space to be safe for people on bikes. 
  • Suggestion to observe the traffic movements on Lunn Avenue over one week. We have carried out traffic and pedestrian surveys along Lunn Avenue 
    The observations show that the traffic volumes are high on Lunn Avenue throughout the day. The pedestrian demand is moderate and dispersed along Lunn Avenue. Although the median strip provides a refuge for pedestrians to cross, it does not protect pedestrians from vehicles using the median strip to turn into driveways. Therefore, the proposed pedestrian island crossing aims to provide protection for pedestrians whilst not compromising the turning movements out of driveways. The disruption to the traffic will be minimal during the construction stage.  
  • Suggestion for more pedestrian-friendly paths from Mitre 10 to New World.  
    We do not have the authority to make improvements within private properties 
  • Request to install broken yellow lines outside 70 and 72 Lunn Avenue as parked vehicles reduce visibility for drivers exiting the Mitre 10 car park and there have been many accidents. Suggestion to also remove on-street parking between 62 and 72 on Lunn Avenue to increase the line of sight for drivers exiting 70 and 72 Lunn Avenue. The demand for parking along Lunn Avenue is high however, there is only limited on-street parking provided. The low operating speeds and reported crash history does not indicate any safety issues with the on-street parking adjacent to the driveways 62, 70 and 72 Lunn Avenue. Therefore, we will not be installing broken yellow lines as part of this project. We will continue to monitor the site and in the meantime, we encourage you to report any accidents you observe to justify the removal of parking in the future. 

We're proposing changes in your area

Aucklanders have told us that moving around our city safely and easily is important to them. We are proposing to install a new pedestrian island at 80 Lunn Avenue, Mount Wellington and are asking for your views. You have told us that it is unsafe to cross this part of Lunn Avenue and asked us to provide safe pedestrian facilities.

The changes we are proposing:

  • Install a new pedestrian island which is a raised platform in the middle of a road that makes it safer to cross a road by breaking up the journey.
  • Install new side islands which are raised platforms at the edge of a road and shorten the multilane section of Lunn Avenue by approximately 30 metres to help with reducing the crossing distance and encouraging lower driver speeds.
  • Install tactile pavers which are yellow guidance paving markers to help visually impaired people to find their way to the crossing and safely cross the road.
  • Reconstruct the footpath near the crossing and install new road markings and signage.

Auckland Transport would like to work with you to improve safety for people walking in your area. We know that it is currently difficult and unsafe to cross this busy stretch of road. Our proposal responds to requests from your community and aims to provide a safe place for people to cross.

This proposal is part of a region-wide pedestrian improvement programme that aims to improve safety at pedestrian crossings in high-risk locations. 

This proposal is also supported by the regional fuel tax fund.

I haven’t been beaten up, can Women’s Refuge still help me?

We support women who have experienced any form of domestic violence: verbal, psychological/emotional, sexual, and financial as well as physical. In fact, psychological/emotional abuse is the most common form of domestic violence.

How much does it cost to stay?

Women's Refuge support and advocacy services are free. In the safe house, rent is usually charged once your financial situation is sorted out. Safety is our main concern. You won't be turned away if you don't have any money.

How long can I stay in a safe house?

Some women only stay a night or two, while others stay for weeks. You can talk with the advocates at your local refuge about how long you think you need to stay to ensure your safety.

I don’t live with my partner, but he is abusing me. Can you still help me?

Yes, you don’t have to be living with your partner to experience domestic violence and you can still call us.

What happens if I haven't got any clothes or food?

Women's Refuge has clothing that you can have. We’ve also got toys and books, formula and nappies. You are welcome to use our emergency food until you get your financial situation sorted out.

Will other people be there?

Safe houses usually have other women, including women with their children, staying there. Refuge advocates are around during the day.

How will I get my kids to school?

The advocates at your local refuge will help you work out transport for your children, or help with changing schools.

Can Women's Refuge help me if I stay in my own house?

Yes, we can provide all the same support and advocacy for you no matter where you choose to live. You may be eligible to access support through the Whanau Protect service.

I'm living in a rural area. Can you still help me?

Yes. Find your local refuge and they will be able to arrange support, advocacy and transport for you.

Can Women's Refuge help around issues with children?

Yes. We can provide support and advocacy around matters to do with custody, access and care.

Getting out

The most important thing is for you and your children to get out safely. It is important to know that leaving a violent relationship can be one of the most dangerous times for women and children so it is important to make a safety plan around leaving and keep your plans confidential. Below are some tips to help you make a plan.

  • If you can, pack a bag with bare necessities and important documents that you can leave with someone you trust. Include important documents such as passport, birth certificate, bank account details, driver’s licence, and bank cards and other things like medicines.

  • Know abuser's schedule and safe times to leave.

  • Contact us for guidance or a safe place to stay for you and your children.

The safety of you and your children (if you have them) will be your primary concern. If you’re not ready or cannot safely leave, here are some things you can do to stay safe now.

  • Make a safety plan with the guidance of a refuge advocate.

  • Get yourself a pre-paid phone; keep it charged and safe.

  • Keep photocopies of important documents (passport, birth certificate, bank account details, medical notes, driver's licence, etc) and store these at the home of a supportive friend or family member.

  • Keep a journal of all violent incidents, noting dates and events.

  • If you can, open your own bank account and try to save some money.

  • If you have pets you are worried about, consider them in your safety plan.
