Manukau Road, outside Epsom Public Library – Pedestrian crossing

We are proposing to make the following changes on Manukau Road, outside Epsom Public Library:

  • Install a pedestrian traffic island.
  • Install new pram crossings with tactile pavers.
  • Install new Broken Yellow lines.
  • Install new ‘Keep Left’ signage.

Why the changes are required

Pedestrian counts show a high pedestrian crossing activity in this area. The improvements will provide safer crossing facilities with increased visibility for pedestrians.

Feedback

Thank you everyone for your feedback.

The proposal received a majority of positive feedback with some concerns raised by respondents. After reviewing this feedback and all other supporting evidence, the proposal will proceed without changes to the next stage of detailed planning.

Specific feedback and proposed solution

  • Suggestion that the No stopping at all times restrictions would be too excessive. We have assessed the length of the proposed No stopping at all times restrictions and it is the minimum amount required to provide adequate visibility. This will ensure that pedestrians have a clear view of approaching vehicles and vice-versa.

  • Comment that there are not many pedestrians crossing at this location. The number of pedestrians crossing outside the Public Library warrants a refuge island to assist them with crossing the road. Feedback received from the wider community supported the addition of a crossing at this location.

  • Concern that the addition of a pedestrian crossing will increase traffic. Our assessment has confirmed that the pedestrian crossing will have no effect on the traffic flow on Manukau Road.

  • Request to extend the No stopping at all times restrictions across the library carpark and pedestrian entrance, to improve visibility and reduce the risk of pinch-point of cyclists. We will investigate the possibility of adding No stopping at all times at the entrance of the carpark. If any changes are proposed, we will ask for feedback in a different consultation.

  • Suggestion to change the refuge island to a zebra crossing or to a crossing controlled by traffic lights. Zebra crossings or signalised crossings are only installed where there is a very high number of pedestrians. The number of pedestrians crossing outside the Public Library warrants a refuge island at this stage.

Next stage

We expect to introduce this work throughout 2017/18, subject to any further changes in design or funding issues. Contractors will issue 48-hour notice to all residents in the area prior to starting construction work.
