We are proposing to install a clearway restriction between the hours of 4pm-7pm on Mount Smart Road, Onehunga, between Onehunga Mall Road and Cardwell Street.

The changes are needed to ensure the free flow of traffic flow in the left hand lane approaching the intersection with Onehunga Mall Road.  Cars parked along this stretch of road are restricting traffic movements in the evening peak.


The proposal received positive feedback with some concerns raised by respondents. After reviewing this feedback and all other supporting evidence, the proposal will proceed without changes to the next stage of detailed planning.

Specific feedback

  • Timing of restrictions – requests for clearway restriction to finish at 6pm as opposed to 7pm, requests for restrictions to start at 3pm, request for clearway to operate 24 hours a day or at weekends as well as weekdays. From multiple site visits and review of congestion maps, we have proposed 4pm – 7pm clearways as this is the time period when Mt Smart Road is congested. Increasing clearway timing will result in unnecessary parking loss.
  • Extension of clearway – requests for the clearway to be extended to Cameron Street, Cardwell Street, on both sides of the road, extension to Moana Avenue and up Onehunga Mall Road, to all of Mount Smart Road and down Church Street. Currently with vehicles parked between Cardwell Street and Onehunga Mall Road on southern side, Mt Smart Road operates at reduced capacity. By extending the clearway to Cardwell Street, the lane will increase by approximately 70m for through and left turning vehicles to utilise.
  • Morning rush hour clearway – request for clearway to operate in the am as well as the pm. A clearway in the morning peak is currently not required as the length of vehicle queues in the morning are not as long as those in the afternoon peak. However, we will monitor morning traffic congestion for future operational improvements.
  • Request for additional works including request for installation of a roundabout at the intersection of Mount Smart Road and Victoria Street. If you would like your request to be considered by us for future development works, please provide feedback here.

Next steps

We expect to introduce this work in the 2017/18 financial year, subject to any further changes in design or funding issues.
Contractors will issue 48-hour notice to all affected residents prior to construction work.
