We are proposing to install broken yellow lines (no stopping at any times restrictions) on Regina Street in Westmere.

Why the changes are needed

The road is not of sufficient width to accommodate parking on both sides of the street and to also maintain adequate space for large vehicles to get through. This proposal aims to reduce access issues at this location, particularly for emergency vehicles. It will also further discourage vehicles from illegally parking on the footpath and blocking access for pedestrians.

Feedback

The proposal received mixed feedback with some concerns raised by respondents. After reviewing this feedback and all other supporting evidence, the proposal will proceed without changes to the next stage of detailed planning.

Specific feedback

  • Request to relocate the proposed broken yellow lines between Livingstone Street and Webber Street to the other (eastern) side of the road. The proposed layout of the broken yellow lines serves to minimise parking loss whilst providing a staggered approach to slow vehicles travelling along Regina Street.
  • Request to relocate the proposed broken yellow lines between Webber Street and Edgards Road to the other (western) side of the road. The proposed layout of the broken yellow lines serves to minimise parking loss whilst providing a staggered approach to slow vehicles travelling along Regina Street.
  • Request to consider broken yellow lines along Regina Street between Richmond Road and Livingstone Street. There are existing broken yellow lines along one side of the road at this location. Installing additional broken yellow lines along the other side of the road is likely to induce speeding.
  • Request to install broken yellow lines around the junction of Webber Street and Regina Street to avoid visibility issues. Parking within 6 metres of an intersection is illegal and therefore enforceable. If you observe this, please contact AT Enforcement on (09) 355 3553.
  • Concern that vehicles often illegally park on the footpath along Regina Street. We expect that the proposed changes will further discourage vehicles from parking on the footpath by providing sufficient road width for vehicles to park fully on the road. Should you observe vehicles parking on the footpath, please contact AT Enforcement on (09) 355 3553.
  • Concern that residents’ parked vehicles frequently extend out of their driveways and onto the road, obstructing footpath access and making on-street parking difficult. Parking over the footpath is illegal and therefore enforceable. If you observe this, please contact AT Enforcement on (09) 355 3553.
  • Concern that installation of broken yellow lines at this location will encourage drivers to travel along Regina Street at high speeds. The proposal involves a staggered approach to the installation of broken yellow lines, which will slow vehicles travelling along Regina Street.
  • Request to introduce speed calming measures on Regina Street. Traffic calming is not warranted as speeding has not been identified as an issue along Regina Street. Crash data also suggests that the street is operating relatively safely.
  • Suggestion that installation of broken yellow lines along one side of the road will make it difficult for vehicles travelling in opposite directions to pull to the side and pass one another. Drivers are able to pull over between parked vehicles or at vehicle crossings to make room for other vehicles to pass.
  • Concern that the proposal will not address access issues along Regina Street between Livingstone Street and Edgars Road. The proposal includes the installation of broken yellow lines between Livingstone Street and Edgars Road.
  • Concern over the removal of on-street parking. The road is not wide enough to accommodate parking on both sides of the street and to also maintain through access for large vehicles. This proposal aims to reduce access issues particularly for emergency service vehicles. It will also discourage vehicles from illegally parking on the footpath, blocking access for pedestrians.
  • Request to implement resident-only parking along Regina Street. In an effort to prevent pushing parking issues onto surrounding streets, we no longer implement residential parking restrictions for specific streets. We are introducing new residential parking restrictions using a zone approach, which will cover a wider geographic area. At this stage, residential parking restrictions are not planned for Regina Street and the surrounding areas within the next 12 months. They may be considered at a later date, depending on parking demand.
  • Concern that installing broken yellow lines along one side of Regina Street will cause further parking issues along the other side of the street. We do not expect the proposal to result in parking issues along the other side of Regina Street. However, if you observe vehicles parking illegally, please contact AT Enforcement on (09) 355 3553.
  • Suggestion to convert Regina Street and nearby narrow roads to one way only. Previous studies have shown that the practice of converting streets that were previously two-way to one-way can induce speeding and result in operational issues on surrounding streets. As such, we are currently unable to justify the suggested changes.
  • Request to remove existing broken yellow lines along Livingstone Street. The broken yellow lines on Livingstone Street were installed as Livingstone Street is too narrow to allow parking on both sides of the road whilst still allowing an emergency vehicle to pass. We cannot consider removal of the parking restrictions on Livingstone Street.

Next steps

We expect to introduce this work between July 2018 and June 2019, subject to further changes in design or funding issues.

Contractors will issue 48-hour notices to all affected residents prior to construction work.
