Proposal outcome

In November 2021, we proposed various parking changes around 175 and 177 Millwater Parkway, Silverdale. After reviewing all your feedback, we are proceeding with the following minor changes. These works will help support our Vision Zero goal.

Changes to the proposal design:

  • The proposed parking restrictions will apply from 8:00 am - 6:00 pm, Monday - Sunday.
  • We will leave 13 more parking spaces along Stables Lane unrestricted. This gives a total of 35 unrestricted spaces.

We anticipate the changes will be constructed April-June 2022. We will be in touch with local residents and businesses prior to any construction taking place.

In their feedback, people expressed concerns about the availability of residential parking on Stables Lane. In response, we've limited the parking restrictions to 8:00 am - 6:00 pm. We've also left 13 more unrestricted parking spaces for residents to use.

Here is a summary of additional comments and queries we received, and our responses to them: 

Residential Parking

  • The proposed parking restrictions will prevent residents from parking in front of their townhouses.
    We have listened to residents' feedback and concerns and limited parking restrictions to between the hours of 8:00 am and 6:00 pm. We've also left another 13 unrestricted parking spaces on Stables Lane. 
    The restrictions do not prevent residents from parking in these spaces, but restrict how long they can park in them during the day. Residents are still able to park overnight in these spaces. It is up to residents to ensure that their properties have enough parking to meet their parking needs. Residents still have their own parking to the rear of their townhouses
    This area is also zoned as a Business - Neighbourhood Centre Zone under the Auckland Unitary Plan, not as residential parking overflow. That means that the parking needs of residents who chose to live in properties that don't have enough parking to meet their needs are given lower priorities than measures to support business activity. Residents that do not have enough parking of their own can either park in unrestricted areas or look into leasing parking spaces from private providers.
  • Question as to why residents from 8 - 20 Stables Lane will not have restrictions placed on their parking.
    We've left the area outside 8 - 20 Stables Lane unrestricted to accommodate people needing to spend more than 2 hours in the area.
    It's important to note that these spaces don't belong to specific residents. They're available to anyone on a first-come, first-served basis. 
  • Change the restrictions on Stables Lane to resident parking only and issue parking permits.
    AT no longer uses proposes 'residents only' parking restrictions. We stopped proposing these in 2007, as they reserve roads (which are public assets) for individual use, which is not permitted. We are gradually phasing out existing residents only parking restrictions in Auckland.
    The parking around Stables Lane was provided for the Neighbourhood Centre. The restrictions will increase the turnover of available parking spaces, which will help meet the needs of the wider community. 
  • The proposed restrictions outside residential housing on Stables Lane are not necessary.
    The occupancy levels of parking spaces in this area are high. Parking restrictions create turnover, which improves the availability of parking, which is our aim.
    However, after listening to community feedback, we've reduced the extent of the restrictions. 
  • Leave the parking spaces outside residential homes on Stables Lane as unrestricted.
    We need to apply restrictions where occupancy levels of parking spaces are high. If we did not place restrictions on these spaces, it would mean vehicles would be parked here all day, making it difficult for the wider community to find parking. 
  • Only apply parking restrictions on Stables Lane during the work week.
    We've designed the proposed restrictions to improve parking turnover for local businesses, which are open 7 days a week. That's why we'll apply restrictions every day, but only between 8:00 am and 6:00 pm.

Design Changes

  • Limit the parking restrictions to parking in front of shops.
    The area around the front and rear of the shops is zoned Business - Neighbourhood Centre Zone under the Auckland Unitary Plan. Parking time restrictions in these areas are used to improve parking turnover and manage high parking demand.
  • Make P60 and P120 parking spaces west of 175 Millwater Parkway unrestricted, so employees of local businesses can park there. Leave the private carpark outside the shops for customers. 
    There are limited on-street parking spaces around town and neighbourhood centres. We encourage people to use alternate travel modes, like public transport, instead of private vehicles. However, if a private vehicle is the only travel option available, we suggest that motorists park further away, in unrestricted areas that are still within a short walking distance of shops. 
  • Increase all of the proposed P60 restrictions to P120.
    60 minutes is enough for many customers. For customers that need to park for longer, they can park in the nearby two-hour spaces. 
  • Extend the No Stopping At All Times controls to include the entire road opposite 177 Millwater Parkway.
    We've forwarded this suggestion to AT's Road Safety team to investigate. 

Time Restrictions

  • Request to know what days and hours the proposed parking restrictions will apply to.
    The restrictions will be enforced from 8:00 am - 6:00 pm, Monday - Sunday. 
  • The parking restrictions will adversely affect businesses which need longer parking durations.
    Two-hour restrictions should be enough for most customers. Where longer durations are needed, customers will need to park in the remaining unrestricted areas.
    After listening to your feedback, we've reduced the extent of the restrictions and increased the number of unrestricted parking spaces on Stables Lane. 
  • Request that if the restrictions are applied, that they only apply Monday - Friday from 9:00 am - 4:00 pm.
    As the majority of the businesses are open 7 days a week, we will apply restrictions Monday - Sunday.
  • There should be a max parking limit of 45 minutes for two parking spaces outside the Coffee Mill Café to ensure frequent turnover.
    60 minutes is enough for most customers, and will allow for more frequent turnover for people visiting the area. 
  • Limit the parking spaces outside Invive Spa to P120.
    The spaces out front of Invive Spa are currently restricted to 60 minutes. However, 2-hour parking will be available to the rear of the building for people who need it. 

Project Necessity

  • Concern that the parking restrictions are not necessary and that there is plenty of existing parking in the area for people visiting the shops.
    Occupancy of the parking spaces in this area is high and turnover is low. We have received requests for parking time restrictions from local businesses to ensure turnover of these spaces for customers. However, after listening to community feedback we have reduced the extent of the restrictions and are leaving 13 unrestricted spaces on Stables Lane.

Parking Issues

  • The parking restrictions will force people to park in areas like the Metro Park and entrance to the hockey field.
    Metro Park is managed by Auckland Council. They are best placed to manage vehicles parking on the fields. You can contact Auckland Council Community Facilities on 09 301 0101 or this webpage.
  • The parking restrictions will discourage residents from visiting and supporting local businesses.
    The restrictions are designed to make it easier to park. This will encourage local residents to visit and support local businesses. 
  • Preventing people from parking on the grass berm without adding any more parking will only make parking shortages worse.
    There are 180 unrestricted parking spaces available further along Millwater Parkway. This is only 100m from 177 Millwater Parkway.
  • The parking restrictions only favour local businesses and adversely affect residents.
    The restrictions do not prevent residents from parking in these spaces, but restrict how long they can park there during the day. Residents have their own parking to the rear of their townhouses.
    After listening to your feedback, we have reduced the extent of the restrictions. 
  • The restrictions will make it difficult for employees of local businesses to park. This will cause parking issues on side streets.
    We encourage you to use alternate travel modes, like public transport, instead of private vehicles. However, if a private vehicle is the only travel option available, we suggest parking further away in areas that are unrestricted.
    There are 180 unrestricted parking spaces available further along Millwater Parkway. This parking area is only 100m away from 177 Millwater Parkway. 
  • Provide local employees with parking exemptions so they can use local parking.
    AT does not reserve public car park spaces for individual businesses. Parking restrictions will provide a good mix of short- and long-term parking to meet the centre's needs.
    Some unrestricted free public car park spaces will remain. These spaces are allocated on a first-come, first-serve basis. 
  • The parking restrictions will cause further issues for Silverdale Primary school with parents dropping their kids off.
    Parking restrictions will free these spaces up from all-day parkers. This means more spaces will be available for parents dropping off their children. 

Metro Park

  • Request to develop the parking on Metro Park and extend it from the existing parking.
    Metro Park and its facilities are managed by Community Facilities at Auckland Council. You can contact them on 09 301 0101 or via this webpage.
  • Question as to when the park opposite 175 Millwater Parkway will be developed and used for parking.
    Metro Park and its facilities are managed by Community Facilities at Auckland Council. AT has no authority over decisions around the park's use. However, it's unlikely that the park will be developed for parking, as that is not its primary function.

Additional Parking

  • Add more parking if existing parking is going to be restricted.
    We would need to weigh the benefits of increasing the existing public parking supply against the high costs that new parking facilities would incur.
    We're committed to an approach to parking management and supply which is sustainable in the long-term. That's why our focus is first on promoting the efficient use of existing public parking resources. 
  • Convert the no stopping area on Millwater Parkway into a parking bay.
    Our primary focus is on encouraging and promoting the efficient use of existing public parking resources before we convert other areas into new parking. There is are 180 unrestricted parking spaces further along Millwater Parkway. 

No Stopping off Roadway Controls

  • Include No Stopping Off Roadway controls on grass berms on Stables Lane.
    We will include these changes in the design as part of the resolution process. 

Enforcement

  • Request to improve the monitoring of parking restrictions.
    Please call the call centre on 09 355 3553 to request parking enforcement. 

Miscellaneous Requests

  • Address the school traffic in Longmore Lane.
    This request is outside the scope of this proposal.
  • Implement more ferry services, increase public services at night in the city, and upgrade the parking at Silverdale park.
    This request is outside the scope of this proposal.
  • Ensure that developers provide adequate parking for their tenants of their buildings.
    AT has no authority over this. Ensuring that developers provide adequate parking for their tenants is part of the development consent process, which is managed by Auckland Council. 
  • Seal the roadway to the hockey grounds, clearly mark out available parking spaces, and have pedestrian lights installed to prevent accidents.

  • Leave the two mobility parking spaces at 7/177 and 8/177 Millwater Parkway in place and to add bollards in front of them to prevent ram raids.
    The mobility spaces will remain at 177 Millwater Parkway.
    We do not install bollards to prevent ram raiding of commercial properties, as they can be impediments t other road users, especially visually impaired pedestrians. They can also have high maintenance costs.
    Property owners may install bollards at their expense, as long as they are installed on private property beyond the road reserve. 

We're proposing improvements in your area

In response to community requests to address the issue of parking in the area, we are proposing a variety of parking changes around 175 and 177 Millwater Parkway, Silverdale.

We are proposing to:

  • Implement 65 P60 and 45 P120 (maximum 1 or 2 hour) parking restrictions around 175 and 177 Millwater Parkway, leaving 22 unrestricted parking spaces to the rear of 177.
  • Implement P60 (maximum 1 hour) parking restrictions on two mobility parking spaces outside 175 Millwater Parkway.
  • Install No Stopping off Roadway signs (no parking on the grass berm) on Millwater Parkway across from 175.
