Kate Sheppard Avenue and Glamorgan Drive, Torbay - no stopping at all times restrictions

We are seeking feedback on a proposal to add a No Stopping at All Times restriction (broken yellow lines) on Kate Sheppard Avenue and Glamorgan Drive in Torbay.

The public has raised concerns about restricted vehicle access caused by cars parked on a narrow section of Kate Sheppard Drive, and also by cars parked too close to the Glamorgan Drive intersection.

Our site visits confirm that there is restricted access and the proposed broken yellow lines will improve this issue.

The proposal received mixed feedback with some concerns raised by respondents. After reviewing this feedback and all other supporting evidence, the proposal will proceed with changes to the next stage of detailed planning.

Specific feedback and proposed solution

  • We have received requests for additional No stopping at all times restriction (broken yellow lines) on Kate Sheppard Avenue. After due consideration of all feedback, the No stopping at all times restriction on the western side of Kate Sheppard Avenue will be extended in two additional places:

    i. On Kate Sheppard Avenue from the Glamorgan Drive intersection down to the first parking bay; and
    ii. Outside 53 Kate Sheppard Avenue between the parking bays.

    With regard to inappropriate parking, it is important to note that parking at a bend or within six metres of an intersection is already illegal. This includes parking directly opposite an intersection. Please phone (09) 355 3553 to report illegal parking. At this stage, AT does not support additional No stopping at all times restriction restrictions on the eastern side of Kate Sheppard Avenue. This can be investigated after the installation of the proposed No stopping at all times restriction.
  • There were some concerns about potential issues arising from an additional bus stop. The bus stop on Glamorgan Drive near the corner of Kate Sheppard Avenue is an existing bus stop and is already in use. The proposal is to simply mark a bus stop box (i.e. road markings) around the existing bus stop.
  • Request to stop illegal parking in the shared driveway on the corner of East Coast Road and Glamorgan Drive. Please phone (09) 355 3553 to report illegal parking.
  • Request for additional works including speed cameras, a CCTV camera, nearby bus stop repairs and a public rubbish bin. These requests are out of scope for this project. Next stage

We expect to introduce this work by May 2017, subject to any further changes in design or funding issues. Contractors will issue a 48-hour notice to all residents in the area prior to starting construction work.
