Auckland Transport, in partnership with representatives from the Takapuna community, are working towards improvements to make it safer to walk, bike, and drive around Takapuna’s town centre.

The proposed safety improvements are out for feedback from the wider community in October 2022 (see below) before moving towards a potential construction date in 2023.

Proposal outcome

Auckland Transport, in partnership with representatives from the Takapuna community, is working towards improvements to make it safer to walk, bike, and drive around Takapuna’s town centre.
We consulted on safety improvement changes around the Takapuna town centre from 10 October to 6 November 2022 and received a total of 108 submissions. After reviewing the feedback, and extensive engagement with the community working group, we are proceeding with the proposal with the following changes:

  • Relocation of the proposed crossing outside 22 The Promenade further east towards the beach with the width of footpath on the southern to be adjusted. Existing pedestrian refuge islands will be relocated to the new location and widened.
  • The proposed planter boxes outside 191 Hurstmere Rd will be removed. Instead, the raised table (wide speed bump with flat top) will have an open channel design to improve stormwater drainage, constructability, and discourage the public from crossing here.
  • Localised widening of the existing central island outside 42 Anzac St to improve the safety of the pedestrian waiting area for the proposed raised zebra crossing.
  • Proposed parking space outside 16 Earnoch Ave will not be installed as it limits the road space for vehicle coming out Alison Ave and travelling on Earnoch Ave.
  • The raised table on Anzac St outside the Takapuna Primary School entrance will have an open channel design to improve stormwater drainage to improve stormwater drainage and constructability. Planter boxes on both sides will remain due to the close proximity to the school.

Purpose of project

Town centres are busy, with lots of people sharing the road including shoppers, elderly and disabled, schoolchildren, and people using different transport options – all in close proximity to cars. Safer speeds create a better future for everyone and deliver benefits to Auckland communities. The project is funded by the Regional Fuel Tax via Waka Kotahi and Auckland Transport.

Community working group

Early in the project AT invited in a working group of community representatives, which has fed into the proposal. Community input is essential in making this project a success.

This working group was put together to represent the community and includes members of the Te Poari ā-Rohe o Devonport-Takapuna/Devonport-Takapuna Local Board, Takapuna Beach Business Association, Bike Auckland, Takapuna North Community Trust, Takapuna Residents Association, and a local school principal. Input has also come from the local Councillors and Mana Whenua.

Proposed road safety improvements

  • new raised table (wide speed bump with flat top) with pedestrian crossing at Killarney Street and new raised table on Hurstmere Road near the Hurstmere-Killarney-Earnoch intersection
  • new side island pedestrian refuges and slow speed markings on The Promenade at Alison Avenue
  • re-marking of a pedestrian crossing on Anzac Street near the Takapuna Sunday Market
  • new raised table with pedestrian crossing on Anzac Street near The Terrace roundabout
  • new raised table with pedestrian crossing on Auburn Street at Lomond Street and near Takapuna Primary School
  • new raised table on Anzac Street near Auburn Street
  • new raised table with pedestrian crossing on Auburn Street at Como Street
  • new raised table with pedestrian crossing on Lake Road at Blomfield Spa
  • new 30km/h signs marking the entry points to the Takapuna reduced speed area
  • re-allocating road space to add parking on Alison Avenue, The Promenade, The Terrace, Blomfield Spa, Lake Road and Earnoch Avenue.

Next steps

After reviewing the feedback, and extensive engagement with the community working group, we are proceeding with the proposal with some design changes. Construction will likely begin in mid-2023.

The human cost of loss due to road trauma is incalculable. But the socio-economic burden has been estimated at $5,302,000 per fatal crash, $537,000 per serious injury crash, and $30,600 per minor injury crash by the Waka Kotahi 2020 update: “Social Cost of Road Crashes and Injuries”.

Safe speeds 

Auckland Transport’s (AT) Safe Speeds Programme is part of an integrated nationwide road safety strategy (Road to Zero). The outcome is to make Aotearoa's roads safe where no one is killed or seriously injured on our roads.

AT has previously proposed to set new permanent speed limits on roads around Auckland, including Takapuna, which will see the speed limit be potentially reduced to 30km/h on roads in the area. 30km/h is the internationally accepted speed to greatly reduce the chances of people walking or cycling from being killed or seriously injured.

If approved, these changes will be made by amendment to AT’s Speed Limits Bylaw 2019 and come into force in March 2023 – dependent on public feedback, AT Board approval and implementation considerations
