Now is the time for a new way of thinking about public transport in Auckland. If Auckland is to cope with the expected growth in population, public transport must become the transport choice for more Aucklanders.
To provide a public transport network that reduces congestion and offers freedom from car-dependence, making more minor improvements is not an option. Bold changes are needed to provide a better level of service, respond to public demand and provide better connections to the places Aucklanders want to go.
The New Network fundamentally changes the way bus services operate. The key principle is to run a number of high frequency services that are designed to work together through easy connections. It is based on a principle already working in many North American and European cities.

Auckland's current network tries to run direct services from everywhere to everywhere at low frequencies, as in model 1 of the diagram. We are moving towards model 2, which has fewer routes but higher frequencies. The point at which the lines intersect illustrates where a transfer would happen.
Simplicity—a simpler network will make public transport a more attractive and easier option for a wider range of activities, as well as new or one-off trips.
All Day Frequency—Instead of buses only running frequently at morning and evening peak, some buses will run frequently through the whole day, 7am-7pm, 7 days a week. This means that you can throw away the timetable and just "turn up and go," even on weekends.
Connectivity—a more connected network will provide far greater access to more destinations than ever before.
The City Link and the Inner Link will operate at the same level of service as they currently do.
We have created a connective network—a grid of north to south and east to west routes.
Crosstown services connect you to the train network and to frequent routes on key roads.
By transferring between bus services, where they intersect, you can make suburb to suburb journeys as directly as possible without needing to go through the city centre.
For example, to make a journey from Onehunga to St Lukes you would catch Crosstown 4 along Manukau Rd and transfer to Crosstown 6 at the corner of Manukau Rd and Green Lane West.
Or, to get to Mt Roskill from New Lynn, you take the train from New Lynn to Mt Albert Station and transfer to the Crosstown 7 along Mt Albert Rd.
Travelling across town will become easier with the introduction of Simplified Zone Fares.
The following services will operate at least every 15 minutes:
Crosstown 4—Replaces the most popular part of the current Outer Link between Mt Albert, Westmere, the City Centre, Newmarket and Epsom, then continues along Manukau Road to Onehunga.
Crosstown 6—Balmoral Rd crosstown connecting Pt Chevalier, Unitec, St Lukes, Greenlane, Orakei Station, Kepa Rd and Glen Innes.
Crosstown 7—Mt Albert Rd crosstown connecting Pt Chevalier, Mt Albert, Mt Roskill, Royal Oak, Penrose Station and Sylvia Park.
Crosstown 9—Travel between New Lynn and Onehunga via Blockhouse Bay shops, Richardson Rd and Hillsborough Rd.
The following services will operate at least every 30 minutes:
Crosstown 5—Connecting the inner suburbs; Ponsonby, Grey Lynn, Kingsland, Mt Eden, Epsom, Remuera and Mission Bay.
Crosstown 8—Stoddard Rd and Carr Rd, connecting Avondale and Onehunga.
Crosstown 9a—is an extension of Crosstown 9, between Onehunga and Sylvia Park.
In the Central Suburbs, also known as the Isthmus, most main roads such as Dominion Rd, Remuera Rd and Manukau Rd will continue to have frequent bus options and direct services to the city.
In some areas people will need to connect to other buses or the train network, whilst others have had minor route changes. We have highlighted some of these changes below. The Central Route Descriptions have the proposed routes for all of the Central Suburbs.
All Khyber Pass Rd buses will now go via Park Rd past Auckland City Hospital, Grafton Bridge and Symonds St. No buses will run the full length of Khyber Pass Rd.
The main Manukau Rd bus (Crosstown 4) will travel via Newmarket and Parnell to the City.
The other service is the (309) which travels along Khyber Pass, past Auckland City Hospital and Symonds St.
Oranga will have a service (295) to the City via Royal Oak and Gillies Ave, or you can use this service to take you to Ellerslie Train Station.
There will also be a service (296) from Ellerslie Station to Onehunga through One Tree Hill & Moana Ave.
All Hillsborough and Waikowhai services to the city (27a & 27b) will now travel along Mt Eden Rd and Symonds St instead of through Newmarket.
Lynfield will continue to have a service to the City via Dominion Rd (26) and a new 60 minute service (187) to New Lynn via Blockhouse Bay shops.
There will be an all-day frequent bus (70) at least every 15 minutes along Remuera Rd.
St Johns will have a service (761) to the City during weekday peak times via Kepa Rd. Outside these times you will need to use the frequent Remuera Rd service (70).
The Upland Rd bus service (712) will connect to Orakei Station.
Victoria Avenue will lose its direct service to the City but will have a more frequent connection (Crosstown 5) to both Remuera and Orakei train stations.
There will be an all-day frequent bus (77) at least every 15 minutes the full length of Tamaki Drive.
Kohimarama (Long Drive) and Glendowie will have direct services (774 & 775) to the City during peak times. At other times local services will connect with route (77) on Tamaki Drive.
A new frequent service through the Tamaki Redevelopment Area (32) via Tripoli Rd, connecting with trains at Glen Innes and Panmure.
A new service (711) every 30 mins along Kupe St to Orakei Station.
Instead of direct services to the City there will be a number of bus services connecting with trains at Ellerslie, Penrose, Panmure, Sylvia Park and Otahuhu.
There will be a direct service which will be quicker from Richmond Rd to the City via Hopetoun St (105). In order to provide this direct service we are proposing a new route serving Freemans Bay only (106).
Pt Chevalier Beach will only have services to the City in peak periods (101).
There will be an all-day frequent service (Crosstown 7) and people can connect at Pt Chevalier shops to get to the City.
We are proposing a trial bus service (297) from Newmarket to the Museum and return. The success of this service, based on its level of use, will be reviewed after a year.
Buses along popular main roads are already at a frequent level and are often full particularly at peak times. To address passenger capacity, larger buses and more buses at peak times will be introduced. Double decker buses are planned for some routes as road constraints are worked through and funding becomes available.
Overall there will be more buses in the weekends.
Over the coming year, we are extending bus lanes by 15kms. In two years' time another 25kms are planned. Along with traffic light phasing—buses move first at traffic lights—this will improve bus travel times and reliability.
In 2016 we are expecting to have a new Simplified Zones Fare system that calculates fares based on how many zones you travel through as part of your journey. You will not be charged more for transferring during that journey. For more information visit AT.govt.nz/simplifiedzonefares
Not all neighbourhoods will have direct services to the City. Instead there will be feeder buses running directly and more frequently to train stations particularly those on the Eastern and Southern lines. By having feeder buses we can afford to offer more frequent services.
With the introduction of Simplified Zone Fares, if your feeder bus is in the same zone, you won't pay twice for transferring—effectively a free ride to the train station.
For example Kupe St (711) transferring at Orakei Station to get to Britomart.

The New Network is based on the principle of a core network of frequent services connecting with each other which means that for some journeys it will be necessary to transfer from one service to another. Your feedback can influence such things as which roads buses travel along, the times of day when buses start and finish, the frequency of routes, and the locations of bus stops.

This timeframe is required for analysing public feedback, approval of the final New Network routes and timetables, a competitive tendering process for bus operators, and for any infrastructure changes.
An information campaign will be carried out prior to changes being made, and timetables will be available ahead of time so that passengers can plan their journeys.

The New Network is designed to provide an overall better quality of bus service for Aucklanders. While we strive to accommodate the needs and aspirations of everyone, we can only make changes with the resources and budget we have and what local conditions allow. There are opportunities to make improvements in the Central Suburbs area, however there will have to be trade-offs.
Under the New Network some journeys may require a transfer. Transfers are essential to gain both frequency and simplicity and provide access to a far greater choice of destinations.
If we tried to run individual services from everywhere to everywhere we wouldn't be able to afford to run any of them frequently enough to provide a worthwhile service.
Transferring will be supported by improved frequencies, better vehicle capacity, good interchange facilities and Simplified Zone Fares which will be implemented in 2016.
Buses will no longer use some streets and as a result some people may need to walk further to a bus stop.
Residents of these streets will receive a letter about the proposed changes and have their opportunity to give feedback plus posters will be put up at affected bus stops. Visit AT.govt.nz/NewNetwork for details of streets losing and gaining service.
Some of the factors behind proposals to remove services from a street include low all day patronage, road layout constraints, access to frequent services and shortening the routes to make them more direct and quicker.

The City Rail Link (CRL) is a key driver for the development of Auckland's public transport system. Enabling works for the CRL will start to get underway in late 2015 and increase significantly by the middle of 2016. This will require major changes to bus routing, terminals and bus stops in the city centre, prior to the New Network.
Construction of the 3.4 kilometre rail tunnel under the city centre, when completed, will double the rail capacity of Britomart, include two new city centre stations and will have nearly all of the city centre within a 10-minute walk of a train station. The works from Britomart Train Station under Lower Queen St and Albert St to the south of Wyndham St will include cut-and-cover tunnelling.
Information about changes to current bus routes and stops will be online, on buses and at bus stops to ensure people know where they need to go.
The map below shows what we expect to see in the city centre in 2017/18. To accommodate changes, temporary options on bus stop locations and routes will need to be developed separate to the New Network.

In some cases, elements of the New Network will be introduced early as part of the CRL enabling works. In other cases, temporary bus stops and terminals may be different from the final New Network locations.
For example, buses will be moved away from the construction zone at the northern end of Albert St to minimise customer impact from construction activities. In addition, new public transport facilities in Wynyard Quarter and around the universities are being investigated.

We are currently investigating light rail transit, a public transport system similar to a tramway. It would have its own lane, carry more people, run faster and make fewer stops than buses.
The New Network which is now being consulted on will be in place ahead of light rail. No decisions have been made about timing or routes as the investigation is only at an early stage.
We are not consulting on light rail as part of this engagement on the New Network.
Any future proposals to progress implementation of light rail would involve a separate engagement process.
