Moving to a new public transport network for an Auckland of today and tomorrow

Why are we transforming Auckland's public transport network?

Now is the time for a new way of thinking about public transport in Auckland. If Auckland is to cope with the expected growth in population, public transport must become the transport choice for more Aucklanders.

To provide a public transport network that reduces congestion and offers freedom from car dependence, making more minor improvements is not an option. Bold changes are needed to provide a better level of service, respond to public demand and provide better connections to the places Aucklanders want to go.

The principles behind the New Network

The New Network fundamentally changes the way bus services operate. The key principle is to run a number of high frequency services that are designed to work together through easy connections. It is based on a model working effectively in many North American and European cities.

Auckland's current network tries to run direct services from everywhere to everywhere at low frequencies, as in model 1 of the diagram. We are moving towards model 2, which has fewer routes but higher frequencies. The point at which the lines cross shows where a transfer would happen.

Changing the face of public transport

What the New Network brings to East Auckland

All-day service (7am to 7pm, 7 days a week)

Buses will run at least every 15 minutes all day on these routes:

  • Between Howick and the City, via Pakuranga and Panmure, also serving Newmarket, Auckland Hospital and City universities (55)

  • Between Botany and Panmure, via Pakuranga (53)

  • Between Botany, Otara, Papatoetoe and Mangere (Route 31, Southern network)

  • Between Mangere Town Centre and Glen Innes via Otahuhu, Sylvia Park and Panmure (Route 32, Southern network proposed for extension)

New bus services for Ormiston

The development of Ormiston town centre and surrounding areas will be supported by a new bus service along Ormiston Rd and connections with other major centres such as Botany Town Centre, Otara, Middlemore and Manukau.

Cross town connections

There are a number of cross town services linking the east with the south and providing connections to other major centres.

  • Botany Town Centre to Highbrook, Otahuhu and Onehunga

  • Botany Town Centre to East Tamaki, Otara, Papatoetoe and Mangere

  • Botany Town Centre to Ormiston and Manukau

  • Ormiston to Middlemore

  • Panmure to Sylvia Park and Middlemore by train

  • Panmure to Glen Innes by bus or train

Transfers are essential to frequency and simplicity

A simplified and more frequent network for the East means that transfers are necessary for long journeys and access to a wide range of destinations. Apart from one frequent route into the City, other services will finish at the Panmure Station where you can transfer easily to frequent services by bus or train to the City and other destinations.

Services to Auckland City and Middlemore hospitals.

Frequent direct bus service to Auckland City Hospital from Howick, or connect to this service at Panmure. You can get to Middlemore Hospital from Ormiston via Otara, or by train from Panmure.

Better bus-ferry connections at Half Moon Bay

Certain bus services to Half Moon Bay will be timed with ferries to provide more reliable, congestion-free access in and out of the City.

Simpler, direct routes mean regular and reliable services

Delays are often caused or made worse by long indirect routes that are difficult to schedule and operate reliably.

Shorter and more direct routes mean less travel time and less likelihood of delays.

Electric trains

Trains will play an important role with buses to create the frequent network.

Trains run every 10 minutes from Panmure Station to the City and Manukau during peak and are expected to run every 15 minutes off peak in the future.

Electric trains are now running on all lines. They feature the latest in technology and are designed for comfort, safety and reliability. They can also carry more passengers than other modes of transport.

"It takes 17 minutes by train from Panmure to the City and as much as 50 minutes by bus."

"A six carriage electric train takes about 625 cars off the road."

Double decker buses

Double decker buses will be introduced on key routes in East Auckland towards the end of 2015. They will provide nearly double the capacity of normal sized buses and will contribute to reducing congestion on the roads.

"A double decker bus has about 90 seats. A normal sized bus has around 51 seats."

Better infrastructure for better services

Over the next few years East Auckland will benefit from a number of projects, some of which are already underway, that will enhance the quality of public transport in the area. This includes various AMETI projects and building a new ferry terminal at Half Moon Bay.

The Auckland Manukau Eastern Transport Initiative (AMETI) is a group of transport infrastructure projects in south-east Auckland which will improve choices and connections in the area. It aims to get more people to use public transport to reduce congestion on our roads.

There will be the construction of the portion of the Panmure to Pakuranga busway along Lagoon Drive. It will have bus only lanes, separate from the general traffic and therefore free of congestion. This will result in more frequent and reliable bus services. It is expected to be ready in 2021.

The Half Moon Bay ferry terminal upgrade will provide an up to date, modern ferry facility in the area connecting residents of the south-east to Auckland City. It will help create a busy transport hub, especially as some connections between ferries and buses will be timed.

Panmure, a major public transport hub

Panmure is set to become a major hub for the East, providing bus and train connections to other major centres in the City, east and south. Panmure Station has been upgraded as an interchange for easy transfers between trains and buses, including buses using a future busway. The diagram below shows the routes bus services will follow once the busway is completed in 2021. Until then, all bus services to and from the East will go via Queens Rd.

There are also plans to replace Panmure roundabout with an intersection with traffic lights, bus priority lanes and more direct pedestrian crossings. Once this is done, there will be a short walk from the Panmure town centre to Panmure Station to get a bus or train.

What are the trade-offs?

The New Network is designed to provide overall better quality of bus services for Aucklanders. While we strive to accommodate the needs and aspirations of everyone, we can only make changes with the resources and budget we have and what local conditions allow. Therefore, there will have to be trade-offs.

Making transfers

Under the New Network some journeys may require a transfer. Transfers are essential to gain frequency and simplicity, and provide access to a far greater choice of destinations.

If we tried to run direct service from everywhere to everywhere we wouldn't be able to afford to run any of them frequently enough to be worth waiting for.

Panmure Station is a good example of how transfers provide access to a wide range of destinations (City, East and South) with buses and trains running at high frequencies.

Transfers will be supported by improved frequencies, better vehicle capacity, good interchange facilities, and Simplified Zone Fares which will be implemented in 2016.

Bus stops may be further away

The New Network will provide shorter and more direct journeys, however you may have to walk further to a bus stop.

Visit AT.govt.nz/newnetwork for details of streets proposed to lose or gain service. Residents of these streets will receive a letter about the proposed changes and have the opportunity to give feedback.

East Auckland bus stops at Britomart will be changing

Bus stops, where East Auckland buses start and finish in the City (currently Galway Street and Commerce Street), will be moving to Customs St in 2016.

This is due to enabling works on the City Rail Link (CRL) which will start in late 2015. It will require major changes to bus routing, terminals and bus stops in the City centre, prior to the New Network.

Construction of the 3.4 kilometre rail tunnel, when completed, will double the rail capacity of Britomart. It will include two new City centre stations and will have nearly all of the City centre within a 10 minute walk of a train station.

For the East it will mean more frequent train services into the City serving downtown (Britomart Station) and new stations to be built in midtown and Karangahape Rd.

Information about changes to current bus routes and stops will be online, on buses and at bus stops to ensure people know where they need to go.

A new way of calculating fares is coming

In 2016 we are expecting to have a new simplified fare system that calculates fares based on how many zones you travel through as part of your journey. You will not be charged more for transferring during that journey. For more information, visit AT.govt.nz/simplifiedzonefares

Frequent services: Operate on key routes across Auckland. Run at least every 15 minutes all day (7am-7pm, 7 days a week). In some cases they run more often at peak times. May run less frequently outside of those times.

Connector services: Run at least every 30 minutes all day (7am-7pm), 7 days a week. Generally run every 20 minutes at peak. May run less frequently outside of those times.

Local services: Frequency and days of week vary. Please see Proposed Frequencies and Hours of Service table on page 4 for details about each service.

Peak period services: Services that only operate during weekday peak periods. Generally run from 6.30am to 9.00am, and 2.30pm to 7pm.

Why do we have to wait until 2017?

The New Network will be rolled out in phases by area. We expect changes to happen in the East in 2017.

This timeframe is required for analysing public feedback, approval of the final New Network routes and timetables, a competitive tendering process for bus operators, and for any infrastructure changes.

An information campaign will be carried out prior to changes being made, and timetables will be available ahead of time so that passengers can plan their journeys.
