Page 1Over the next few years Auckland Transport is moving to a simpler and more integrated public transport network for Auckland.
This will deliver a New Network of buses, trains and ferries that will change the way people travel – including the need for some passengers to transfer at key interchanges. In return the New Network will offer more flexible travel options over large parts of the city, making public transport more useful for a range of travel purposes.
For the Hibiscus Coast this means a more connected community. A new bus service will be introduced for Millwater and Orewa West. Between Orewa, Silverdale and Whangaparaoa there will be buses running more often, making it easier to reach local destinations. We will also be greatly improving access to the North Shore and Auckland City Centre by extending the Northern Express to a new busway station in Silverdale. The Hibiscus Coast is a growing area, and we will be amending bus routes to cater for the new communities as they develop.
As you read through the changes, keep in mind that we have tried to design the best possible network for the Hibiscus Coast while staying within budget. With your input we hope to improve on the proposed bus routes. So if you live, work, study or play on the Hibiscus Coast, now is the time to have your say on the future of Auckland's public transport.
Consultation on the New Network for the Hibiscus Coast runs from Monday 14 July to Thursday 14 August 2014.
Changes are planned to take effect in early-to-mid 2015. An extensive information campaign will be carried out to inform people in advance of the changes, and the new timetables will be available ahead of time so that passengers can plan their journeys.

New bus services proposed to serve developing areas
Buses running more often on most local routes
A simpler network that is easier to understand, making public transport a more attractive option for new trips and for a wider range of purposes
Easier connections between bus services and increased Park and Ride capacity, with the new Hibiscus Coast Station planned for Silverdale (see details below) in 2016.
We are proposing to extend the popular Northern Express bus service from Britomart to the Hibiscus Coast Park and Ride opposite Silverdale Rugby Club, opening up a regular, fast corridor to Auckland City Centre. The proposed frequency is at least every 30 minutes all day, 7 days a week, and every 15 minutes during peak periods (6am – 8am and 4.30pm – 7pm, Monday to Friday).
By travelling via the motorway and the Northern Busway, the journey time from Hibiscus Coast Park and Ride to Britomart is expected to take 30 minutes less on the Northern Express than it does on current bus services. This refers to journeys outside of peak hours. During peak hours (6am – 8am and 4.30pm – 7pm, Monday to Friday) it will be similar to current journey times.
A safe, attractive interchange to accommodate transfers between local services and the Northern Express will be built at the current Park and Ride facility opposite the Silverdale Rugby Club on Hibiscus Coast Highway. Similar to the Albany Busway Station, the new station will be comfortable and accessible, with clear information displays and a sheltered waiting area. In addition, the number of car parks will be increased from 100 to nearly 500.
The new HC Station will be a key transport hub for the Hibiscus Coast. Local bus services will be timetabled to ensure reliable connections to the Northern Express.
The new station is expected to be operational by mid-2016; however the Hibiscus Coast New Network will be implemented before its completion. In the meantime, the current Hibiscus Coast Park and Ride will become the interchange point between local services and the Northern Express. During this period, temporary stops and shelters will be put in place on Painton Road beside the Park and Ride, replacing the current bus stop on Hibiscus Coast Highway.

To better support transfers between services, we are planning to implement a new Integrated Fares system during mid to late 2015. As part of Integrated Fares we will be implementing a zonal fare structure where the price of fares will be calculated based on the zones you have travelled through as part of your journey. There will be a separate, region-wide consultation on the new fare system before it becomes operational.
Auckland's current public transport network is complex, and in many places infrequent. Like other cities, it has developed over the years through a series of step-by-step modifications.
In undertaking a complete review and restructure of Auckland's public transport network we have been able to make specific improvements to each area, while addressing the fundamental problems of the current network as a whole. Bold changes are needed in order to provide a better level of service, respond to Auckland's growth, and provide attractive public transport solutions to get Aucklanders where they want to go.
The proposed New Network is based on a principle already working in many North American and European cities, which have networks of high frequency services that are designed to work together through easy connections.
The current network tries to connect many locations with many other locations at low frequencies, as in Model 1 below. We are moving to Model 2 which has fewer routes but higher frequencies. The point at which the lines intersect in Model 2 illustrates where a connection would happen.

The New Network will include Frequent, Connector, Local and Peak services. The Frequent Network will operate within Auckland's central suburbs on key routes, with buses and trains at least every 15 minutes from 7am to 7pm, seven days a week, and with lower frequencies outside of these times. Connector, Local and Peak services will span Auckland's wider area, including the Hibiscus Coast, providing connections to the Frequent Network, and continued access to public transport across the region.
Due to the scale of change, consultation and implementation of the New Network has been broken into several phases. Last year we consulted on South Auckland, and from Monday 14 July to Thursday 14 August 2014 we are consulting on the New Network for the Hibiscus Coast.

Between Orewa, Silverdale and Manly there will be buses running every half hour, 7 days a week. This will be provided through the combination of the N91 service and the N92 service which both run once an hour; however they will be timetabled to run at alternate intervals along exactly the same route between Orewa and Manly, therefore providing half hourly frequency.
For passengers living between Orewa and Waiwera, the N91 will provide hourly service through to Manly via HC Station and Silverdale.
For passengers living between Manly and Gulf Harbour, the N92 will provide hourly service through to Orewa via the HC Station and Silverdale.
Passengers making local trips between Orewa, Silverdale and Manly can take either the N91 or N92, which serve exactly the same destinations within this area.
A new N95 bus service is proposed to run from Orewa Town Centre to Silverdale Town Centre and HC Station, serving the developing community at Millwater and Orewa West. This route will be modified in the future to serve more of the areas as they develop.
The N94 Maygrove service is proposed to serve the Waitemata DHB facility and Northhaven Hospital on Whangaparaoa Rd, by Red Beach Rd. The N93 service (Manly shops to Silverdale via Vipond Rd and Red Beach) is proposed to serve the new supermarket that will be built on Whangaparaoa Rd, instead of traveling via kauri Rd and Totara Rd. This route will be modified in the future to serve the new housing development on the current Peninsula Golf Course.
Where there is high demand, we will continue Express bus services from Gulf Harbour and Waiwera to Wellesley St in the City Centre during peak periods only (see the timetable included in this brochure for full information). These buses will travel via the Northern Busway and stop at all busway stations except Albany Station. Alternatively, passengers will be able to take the Northern Express from HC Station to Britomart, which will run every 15 minutes during peak periods and serve all busway stations including Albany.
We will be trialling a new bus service from Arkles Bay to The Plaza on Whangaparaoa Rd. From here, passengers can connect to the N91, N92 and N93 services. This will provide access to half-hourly bus services to the new HC Station (and the Northern Express), and good access to a range of local destinations. The success of this service, based on its level of use, will be reviewed after a year.
With increased ferry services between Gulf Harbour and Auckland City Centre, we will be running a trial bus service to connect with the ferry and travel via Shakespear Regional Park and The Plaza in Whangaparaoa. The success of this service, based on its level of use, will be reviewed after a year.
Bus services for Warkworth are currently being investigated. Warkworth residents will be consulted via a separate consultation in July/August 2014. Hibiscus Coast residents that would potentially use a bus service to and from Warkworth should include this in their feedback on the enclosed form.
To improve public transport for the Hibiscus Coast overall we have needed to make some trade-offs:
We will be providing buses that run at least twice as often as current services between Manly, The Plaza, and Orewa; however all buses will travel via the new HC Station at Silverdale instead of travelling directly through Red Beach as some buses do now. This will result in an increased journey time for some customers.
The Northern Express will provide considerably more frequent buses and a shorter journey time (off-peak) to Auckland City Centre; however passengers travelling from the Hibiscus Coast will need to transfer to the Northern Express at HC Station.
This is not the case for the 895X and 897X services that run during peak periods from Gulf Harbour and Waiwera directly to the City Centre (see the timetable on page 4).
Almost all streets that currently have a bus service will continue to do so; however some streets will be losing service. These include: Bay Vista Dr, Albert Hall Dr, Kauri Rd, Totara Rd, Gulf Harbour Dr (between Whangaparaoa Rd and Laurie Southwick Pde), Hatton Rd, Denham Way and Lakeside Dr (near McGowan Pl). The walking distance to an alternative bus stop will generally be no greater than 400 metres.
With the extension of the Northern Express to the Hibiscus Coast, passengers travelling to Takapuna will need to transfer at Smales Farm Busway Station. There are a number of local buses that run frequently from Smales Farm to Takapuna and also North Shore Hospital. Please see the journey planner at www.AT.govt.nz for options.
It is expected that, even including the time it takes to transfer, the journey time from the Hibiscus Coast to Takapuna will be shorter than current services that travel via Dairy Flat Highway.
Because we will be increasing the frequency of buses via the motorway, we're proposing to reduce the bus service from Silverdale to Albany via Dairy Flat Highway. Buses will only travel via Dairy Flat Highway during peak times (7am – 8am and 4pm – 6pm, Monday – Friday). This service will continue to operate in both directions.
Customers wishing to travel to Albany Centre and Massey University will need to transfer at Albany Station. Please see the journey planner at www.AT.govt.nz for options.

Following evaluation of your views, we will prepare a consultation summary which will be sent to all submitters and made available on our website. The final new public transport network for the Hibiscus Coast will then be approved, and the changes are planned to become operational in early-to-mid 2015.
Between 14 July and 14 August, look out for the New Network Info Bus. There will be information and displays on board, Auckland Transport experts to speak to, and a seating area for you to complete a feedback form.

Page 7For road safety reasons, buses cannot turn right out of Silverdale St or Wainui Rd. For this reason the N91 and N92 services will travel via the new HC Station (the current Park and Ride) first before arriving at Silverdale Town Centre, for both directions of the service.
Other local services, including N93, N94, and N95, will serve Silverdale Town Centre first, on their way to the HC Station.
There is a proposal to build a new road from Curley Ave to Brian Smith Dr which will enable all buses to serve HC Station and Silverdale Town Centre, in both directions. All local buses will use this new road instead of travelling along Hibiscus Coast Highway between Whangaparaoa Rd and East Coast Rd.
Subject to funding, it is hoped that this road will be built within the next five years.
