In recent years major investment and development has gone into improving Auckland's public transport network. Further improvements are on the way.
The introduction of electric trains gives us the opportunity to redesign bus services to complement the rail network and improve bus operations across Auckland. This will result in a simpler, more integrated public transport network.
For West Auckland, we are changing the way people travel—including the need for some passengers to transfer at key interchanges. In return, more of West Auckland including some of the west's major roads, like Lincoln and Great North Rd will have better bus services. Overall buses will be more regular, reliable and run more often during the day.
The maps on pages 4 and 5 show the proposed bus services, including Helensville, Huapai, Kumeu and Great North Rd between New Lynn and the city centre.
A more direct and frequent bus to the North Shore; and an all-day bus service from Westgate to the city along the Northwestern motorway are two new features of our proposals. The motorway is a major bus route and we are investigating the possibility of a future busway similar to the busway on the North Shore.
New bus services and timetables for the Green Bay and Titirangi area have been in place since August this year and will not be changing.
We hope to implement the changes in late-2016, due to the need to follow a competitive tendering process, and make any infrastructure changes required such as bus stops and interchanges.

Overall Western buses will run more often throughout the day. Routes will be simpler, therefore easier to understand and with buses coming more often on most routes, you can spend less time waiting or worrying about the timetable.
By offering services that will operate more frequently over a larger part of the day, seven days a week, passengers will be able to consider public transport for a greater variety of trips.
Many delays result from buses getting caught in the city centre as they make their way west. Delays are also compounded by long, indirect routes that are difficult to schedule and operate reliably. With the proposed network and shorter direct routes we can do a better job at keeping buses on time.
Frequent bus services to Auckland Zoo, Motat, Unitec, Waitakere Hospital and local shopping centres.
Frequent bus services running at least every 15 minutes throughout the day along Great North Rd, connecting Henderson and New Lynn and New Lynn to the city.
There will be a new bus service for the Rosebank Business District area, and a new bus route serving The Trusts Arena in Henderson. Massey will have increased bus services and more local buses around Ranui and more buses to Hobsonville Point Ferry Terminal.
Auckland's current public transport network is complex, and in many places infrequent. By undertaking a complete review and restructure of the network we are able to make improvements and address the fundamental problems that limit effectiveness.
Bold changes are needed in order to provide a better level of service, respond to Auckland's growth, and provide attractive public transport solutions to get Aucklanders where they want to go.
The New Network will include Frequent, Connector, Local and Peak services. The Frequent Network will operate within Auckland's central suburbs on key routes, with buses and trains at least every 15 minutes from 7am to 7pm, seven days a week, and with lower frequencies outside of these times. Connector, Local and Peak services will span Auckland's wider area.
The proposed New Network is based on a principle already working in many North American and European cities, which have networks of high frequency services that are designed to work together through easy connections.
The current network tries to connect many locations with many other locations at low frequencies, as in Model 1 below. We are moving to Model 2 which has fewer routes but higher frequencies. The point at which the lines intersect in Model 2 illustrates where a connection would happen.

By the time the Western New Network is implemented, electric trains will already be operating across Auckland's rail network. Electric trains are smarter, better and quieter. They feature the latest in train technology and are designed specifically for Auckland. You'll enjoy more comfort, safety and reliability. Combined with planned timetable improvements, the new trains will be more frequent, longer and able to carry 40% more passengers.

Timelines: Train services from Swanson to Britomart
December 2014: Half hourly services all day on weekends between Britomart and Swanson. Saturday train services will no longer run to Waitakere Station. Instead a new hourly bus service will connect with trains at Swanson Train Station to take passengers to Waitakere Village. The bus will operate at the same level of service as the current train service.
Early 2015: Introduction of electric trains on weekends only.
Mid 2015: Gradual introduction of electric trains on weekdays on the Western Line. Mid-week trains will no longer run to Waitakere Station. The last stop will be Swanson Station. A bus service will connect with trains at Swanson Train Station to take passengers to Waitakere Village. The bus will operate at the same level of service as the current train service.
End of 2015: All of Auckland's rail network will have electric trains running (except between Papakura and Pukekohe).
Late 2016: Train services will run at least every 15 minutes between 7am and 7pm, 7 days a week, and every 30 minutes outside these times.

The following section provides an overview of what these changes mean for each key suburb within West Auckland.
Frequent Services: At least every 15 minutes, 7am-7pm, 7 days a week. Lower frequencies early morning and evenings
Connector Services: At least every 30 minutes, 7am-7pm, 7 days a week. Generally 20 minutes at peak. Lower frequencies early morning and evenings
Local Services: Generally every 60 minutes and 30 minutes at peak
Peak Period Services: Services that only operate during weekday peak period. (Generally 7am to 9am, and 4pm to 6pm)
Westgate is connected to Henderson by three Connector services (W3a, W3b & W5).
There will be Frequent buses (W3a/b) from Westgate to New Lynn via Henderson.
There will be an all-day Connector service (W2) along the motorway and Great North Rd to the city.
A new Local (W83) bus service from Westgate will travel along Trig Road to Whenuapai & Herald Island before continuing to Hobsonville Point Ferry Terminal.
To get to the city or Henderson you will need to connect with another bus at Westgate.
To get to the city or other areas of West Auckland, you will need to connect at Westgate to another bus.
A new Local service (W83) will travel between Hobsonville, Whenuapai, Herald Island and Westgate.
Hobsonville and West Harbour will be connected to Westgate by a new Local service (W88) with an increased number of services throughout the day.
The (W5) will be more direct than the current 130 and operate at least every 30 minutes along Hobsonville Rd to Constellation Station. The route between Greenhithe and Constellation Station will be consulted on when we review North Shore services.
Ranui buses will operate locally with better coverage and increased frequencies. All bus services will link Ranui Station withHenderson. There will no longer be any direct buses to the city.
The northern side of Ranui Station will have a Local service (W63) to Henderson via Armada Dr, Glen Rd, Larnoch Rd and Rathgar Rd.
On the southern side of Ranui Station, there will be two Connector services (W61 & W62) to Henderson.
Te Atatu Peninsula will have two Connector services (W40 & W51). Both services will travel along Beach Rd. The W40 continues to Henderson. The W51 continues to the city via the motorway and Great North Rd.
There will no longer be a direct peak service to New Lynn instead you will need to connect at the Glendene shops.
Te Atatu South will have a Connector service along Te Atatu Rd (W52) and a local service (W53) via Edmonton Rd and Flanshaw Rd to the city.
New Lynn will be a key interchange for bus and train connections. All bus services will end at New Lynn and passengers will be required to connect with either a bus or train to continue their journey. Buses and trains will be running more frequently from New Lynn.
There will be a Frequent bus service (4) along Great North Rd to Unitec, Point Chevalier, Auckland Zoo, Motat and the city.
To Henderson there will be the Frequent (W3a/W3b) service. The current 224 will no longer serve Great North Rd between New Lynn and Henderson. Passengers will have to change at New Lynn from Henderson. There will be no changes to other New North Rd services as part of this consultation.
Henderson will be a key interchange for buses and trains. All buses will go via Railside Avenue. Travel to the city by train or bus (W52 & W53).
There will be a Frequent 15 minute bus service serving Lincoln Rd and Waitakere Hospital and New Lynn along Great North Rd.
The current 224 will no longer serve Great North Rd between Henderson and New Lynn. Passengers will have to catch the W3a/W3b from New Lynn. There will be no other changes to the New North Rd services as part of this consultation.
A new Connector service (W5) will go to the North Shore (Constellation Drive) via Don Buck Rd, Westgate & Greenhithe.
A regular bus service between Henderson and the Trusts Arena.
Massey will have two Connector services between Henderson and Westgate (W3a & W3b). The W3a will travel along Makora Rd and Triangle Rd. The W3b will travel along Reynella Dr, Waimumu Rd.
For journeys to the city is the all-day W2 service connecting at the southern end of Triangle Rd, before joining the motorway at Lincoln Rd. For Henderson, connect to the W3a at Royal Rd or at Westgate.
The Massey East (W89) Local service will travel along Colwill Rd, Granville Dr and Moire Rd. For journeys to the city you will need to connect to the W2 at Royal Rd, or for Henderson using the W3a.
Massey West will have a peak service (W71) to the city, via Don Buck Rd and the motorway.
The W5 will run between Henderson, Massey West, Westgate and the North Shore (Constellation Station).
Glen Eden and Sunnyvale passengers will need to transfer to another bus or train to travel to the city.
Sunnyvale will have a Local (W23) service which will travel between Henderson and Glen Eden Station.
A Connector service (W25) will link Bruce McLaren Rd, Parrs Cross Rd, Glengarry Rd with Henderson, Glen Eden and New Lynn.
There will be a new Local service (W15) connecting the Rosebank Business District to Henderson via the motorway.
The current 102 service will not be affected by these changes.
There will be no direct buses from Swanson or Waitakere to the city. Instead buses will connect to trains at Swanson Station or Henderson.
The service starting this year between Waitakere Village and Swanson Station will be replaced by the W64. The W64 will continue to Henderson.

Helensville will have a bus (W79) every two hours to Westgate with more services during the peak. All buses to and from Helensville will be via Parakai.
Kumeu and Huapai will now have an hourly service.
Some peak services from Helensville will continue to the city. Outside peak times, all buses (W78 & W79) will end at Westgate. To get to the city or Henderson you would need to connect to another bus.
The W78 will run along Gilbransen Rd when the area is developed.

Whilst we are not specifically consulting on ferry services for West Harbour and Hobsonville/Beach Haven, we are hoping to improve ferry services in the next few years, including the possibility of weekend services.
Westgate will become a key interchange for bus-to-bus connections. AT is working with the developers of the new Massey North Town Centre to deliver a new bus interchange. The interchange will be fully integrated with the town centre and a short walk from the town square and new mall that is currently being constructed.
Until the town centre is fully developed, AT is intending to develop an interim on-street bus stop and shelter arrangement. When the Western New Network is launched buses will travel along Fernhill Dr where new bus stops will be built to service businesses that do not relocate to the new mall.
We are currently investigating options for a future Park and Ride in the vicinity of the new town centre.
To better support transfers between buses, trains or ferries, we are planning to implement a new Integrated Fares system during 2015.
Under the new zonal fare system, a fare will be based on the start and end points of your journey and will cost the same whether you travel by bus, train or a combination of the two.
There will be a separate, region-wide consultation on the new fare system before it becomes operational.
To improve public transport for West Auckland overall we have needed to make some trade-offs.
The removal of most express bus services to central Auckland—these buses can be better used creating more frequent connections to rail services and other bus services. Some suburbs will continue to have buses travelling along the Northwestern motorway, while others will have buses connecting to trains.
Transferring between services—while transfers may not be desirable, they are essential to both frequency and simplicity. By the time these changes are made, Auckland will have integrated zonal fare system which will make connecting between services easier. Also new timetables will be developed with an emphasis on improved co-ordination with trains and other local bus services.
A simpler bus network with more frequent and regular services will result in an easy-to-understand network, however some people may have to walk further to a bus stop. For a list of streets losing or gaining service go to our website.
This map shows all the new services proposed for West Auckland. All current bus services will change: 04X, 07X, 09X, 11X, 13X, 15X, 048, 049, 060, 061, 070, 079, 080, 081, 082, 085, 087, 090, 091, 092, 093, 095, 097, 113, 115, 121, 130, 135, 136, 145, 149, 153, 154, 156, 224, N05, N13. The route numbers used are for consultation purposes only, and may not be the final numbers used. Bus stop locations will be reviewed once the New Network is finalised.
School bus services in general are not being reviewed as part of this consultation. It is our intention to review school bus services once travel patterns from the New Network have been established. Any changes to services will be consulted on separately.
These proposals do not affect the services which have been in effect from 3 August 2014 in Green Bay, Titirangi, Blockhouse Bay, Wood Bay, French Bay, Tanekaha, Laingholm and Kaurilands.
Cross town bus services from New Lynn Interchange to Onehunga, Sylvia Park and Otahuhu. We will consult on these when we review Central bus services.
New North Road services—except the current 224. We are proposing to change the 224. It will no longer serve Great North Rd between Henderson and New Lynn.

North West Auckland has been identified as an area that will experience significant growth over the next 30 years. Current projections predict 80,000 new dwellings will be required to meet the demands of Auckland's increasing population. The Northwestern Motorway (State Highway 16) is a major route for bus services from the North West, and key to meeting this expected growth and improving public transport choices in the area.
The NZ Transport Agency is responsible for the State Highway network and is building bus shoulder lanes along SH16 between the Great North Road Interchange and Lincoln Road as part of the Northwestern motorway upgrade work. When completed, the bus shoulder lanes will deliver improved travel reliability for bus services between the city centre, Te Atatu and Westgate. Auckland Transport is investigating the possibility of a future busway along the Northwestern motorway similar to the busway on the North Shore. A busway would have stations located at Te Atatu, Lincoln Road and Westgate.
A busway will enable Auckland Transport to offer more frequent services especially during the day, weekends and evenings using the same number of buses. This is because we can run local buses to a station and connect people to another bus service unaffected by motorway traffic.
The investigation of a busway and locations of stations is a work in progress, with a very long-time future view.
Site options for a proposed Te Atatu Transport Interchange are still being researched as part of the investigation for a busway.
There is a pressing need to deliver better bus priority measures for West Auckland. Bus shoulder lanes on the motorway will help in the short term. Longer term a dedicated Northwestern Busway could provide this priority. Auckland Transport is researching the options.
The New Network bus service proposals for West Auckland reflect a necessary two-step approach to public transport planning in the Northwestern motorway corridor. When investigations about the busway and the infrastructure required to support it have been progressed, we will come back to the community to discuss possible changes to bus services.
