12 April

From Monday 15 April until mid May 2019, Downer will temporarily close Arthur Street access to and from Franklin Road. This is so the team can construct a new speed table and cycleway across the Arthur Street intersection.

Due to the nature of these works some noise disruption may be experienced, and we apologise ahead of these works. Please note the dates for this work depend on onsite and weather conditions and may change.

What this means

  • Arthur Street will be local access only (residents and visitors) from the Pember Reeves Street intersection.
  • Arthur Street residents – vehicle and pedestrian access to your property will be maintained.
  • Arthur Street vehicle access will be temporarily closed at Franklin Road.

Detour

Vehicles travelling to and from Franklin Road will be detoured via Wellington Street and Ponsonby Road.

Arthur Street closures

25 March

Stage 1 between Victoria Street and Wellington Street roundabout is very close to completion. Only landscaping and constructing the new pedestrian refuges are still to be done.

Stage 2 construction is underway. A downhill lane closure along Franklin Road between Ponsonby Road and Wellington Street roundabout is now in place until early April 2019. Traffic flow will be uphill only during this time and there will be lane shifts as works progress.

The lane closure is required for:

  • Northpower (on behalf of Vector) completing under-grounding of power cables.
  • Downer constructing the new footpath, parking bays, streetlight foundations, cycleway and vehicle crossings, as well as complete the structural asphalt layers along Franklin Road.

As work still continues in stage 2 (Ponsonby Road and Wellington Street) AT would like to remind everyone that parking over driveways either parallel or right angles can compromise access and safety for pedestrians including those who are mobility impaired.

We thank everyone for their ongoing patience.

Park it right

In the parking bays, the right way to park is parallel. Parking across the cycleway, footpath or driveway blocks pedestrians and cyclists and is a safety issue. Parking in the new tree pits that are topsoiled and mulched is also not allowed. These areas are sensitive and parking there can adversely affect a tree’s health. It will pay to check that you, your visitors or contractors have parked correctly, and not encroaching on to the footpath or cycleway as parking officers are frequently monitoring and infringement notices may be issued.
Downer takes parking right seriously and continually informs and monitors staff vehicles and contractors to ensure they are parking correctly.

Bin Locations - for collection

To ensure the safety of cyclists, please place your rubbish and recycling bins either on: - the driveway or concrete area next to the tree kerbing, or - within the mulched area just behind the cycle lanes.

We thank everyone for their cooperation.

Temporary Closure: Northpower Works on Franklin Road

Northpower will be installing a temporary road closure on Franklin Road between Napier Street and Scotland Street from 25 to 29 March 2019.

This is so Northpower can install new street lights and overhead catenary lights. The wires are strung high across the road and for everyone’s safety, no vehicles (passing underneath) will be allowed through this section.

Detours with appropriate signage will in place.

Traffic controllers will be on site at all times (day and night) to manage traffic and to assist residents and customers with parking and pedestrian access into private property.

19 December

Temporary Road Closure of Parts of Franklin Road in Freemans Bay, 14 January 2019 to 15 February 2019

Vector owns and operates networks that distribute electricity and gas across the greater Auckland region. We are constantly working to ensure the safety and reliability of our networks.

From Monday 14 January 2019 to Friday 15 February 2019 (weather permitting) we will be working in Franklin Road to install the remaining poles and overhead wires to support the new street lighting.

The work, which is being done by Northpower on behalf of Vector, will be carried out from 7.00am to 7.00pm. To ensure a safe environment for all, sections of Franklin Rd between Victoria Street West and Wellington St will be closed in phased stages during the above dates.

During this time, there will be no vehicle access through these sections of Franklin Rd, and detours will be in place. Traffic control marshals will be on site at all times (day and night) to manage traffic and to assist residents with parking and pedestrian access into private property.

We apologise for any inconvenience this may cause you and we will do everything we can to keep disruption to a minimum.

Thank you for your patience while we get the job done.

Kind regards,
Vector Customer Service Team

11 December

Thank you Franklin Road

The team from the Franklin Road Project would like to say thank you to everyone for their continued patience and cooperation this past year. Without this, we would not have been able to complete the majority of works in the first phase of the upgrade works between Victoria Street and the Wellington Street / England Street roundabout.

We are now offsite for the famous Franklin Road Christmas Lights, with only a small number of temporary traffic management remaining for safety requirements.

Please have yourselves a safe and wonderful holiday season and we will see you on the 7th January 2019 to begin the final stage of the Franklin Road Upgrade.

24 October

Access changes to Wilkins Street

Due to space restrictions from the construction works, we identified that large trucks were having trouble turning left into Wilkins Street from Franklin Road, so to maintain safety for all vehicles were have amended the traffic management.

The intersection is now temporarily only right turn in from Franklin Road and left turn out from Wilkins Street. Traffic flow is being controlled by both a traffic controller and temporary traffic lights. Please access Wilkins Street carefully at all times and drive to the conditions.

4 October

Franklin Road cycleway

The uphill cycleway is near completion. A 'lip' (ie a gap) of 50mm exists between the cycleway form and the road. The final seal of the road is still to be applied, which will eliminate the lip. This is planned to be done by end of February 2019.

The site is still under construction which poses a hazard. For safety reasons we advise cyclists to stay off the cycleway.

Car parking bays

Until the final line markings for the car parking bays and wheel stops are installed, we are reminding drivers to park the right way (parallel) so when the cycleway is complete, those cycling through have a safe ride. We are currently educating and advising the public, but enforcement will follow if necessary.

Works at Franklin Road

Hydro excavation

Many of our project neighbours may now recognise the term hydro excavation, unfortunately, this method of excavation is not always the quietest but it is essential in making progress.

This activity ensures protection to underground services, and root systems for the street trees whilst maintaining connections to properties. This has not been a simple procedure and we thank your for your patience.

Hydro excavation is an environmentally safe and non-destructive excavation method that uses pressurised water and industrial strength vacuum to simultaneously excavate and evacuate soil. Water (instead of manual or mechanical digging methods) is used to break up the soil, virtually eliminating any risk of damaging the tree’s roots and also avoiding underground utilities. The results are safe, fast, and precise digging that require less backfill, labour, and restoration.

There is less environmental impact using this method of excavation than traditional excavation techniques and the process doesn’t use any chemicals.

Wellington Street will reopen when work starts on the western side of the road.

2017

21 December

Downer will resume work on Franklin Road on 8 January 2018. From 3 January, we will reinstate barriers next to our work areas.

Cycle path construction

In January, construction of pavements and the cycle paths will continue on the eastern side of Franklin Road close to Victoria Street, starting from the bottom of Franklin and working up the road.

Traffic will be shifted to the western side of the street to allow us to work in the area to complete these works.

Wellington Street roundabout

Construction of a roundabout at the Franklin Road, Wellington Street, and England Street intersection will start early next year.

Work will be carried out in 2 phases, the first being the eastern side of the roundabout adjacent to Wellington Street. Once that half of the roundabout is completed, we will move to the western side, on England Street.

Detours in place

Wellington Street where it intersects with Franklin Road will be closed to traffic for approximately 4 weeks while the eastern side of the roundabout is constructed.

Traffic will be able to traverse the length of Franklin Road in either direction, though travel will be signalised before and after the Wellington Street intersection to allow for one lane of traffic to travel through the intersection while it is being constructed.

There may be delays during peak times. Please use an alternative route if possible.

Detour route in January 2018 during eastern side of roundabout

Drainage works

We will continue installing new drainage lines on the western side of Franklin Road in the new year. We will work from Scotland to England Street first and then from Scotland to Victoria Street.

Potholing

We will be undertaking investigation works for new drainage on Franklin Road between Wellington Street and Ponsonby Road. Investigations need to be completed prior to installing new drainage systems as clashes with existing services need to be identified to mitigate any delays.

Vector working in the area

Vector will start work in mid to late January 2018, installing new underground cables for home connections on Franklin Road between Wellington St and Ponsonby Road. These works are expected to take about 2 months.

Please contact Vector if you have any queries about this work.

1 December

Stage 2 construction started August 2017 at the lower end of Franklin Road. The western side of the road was closed so a new Auckland Council stormwater pipe could be installed between Wellington Street and Victoria Street.

The ‘bursting’ method was used to install the underground stormwater pipe. It involved digging down to the existing pipe and as the new pipeline was pulled through, it burst apart the old pipe. There is less excavation of the road and significantly reduced noise, dust and construction machines on-site. New manholes and catch pits to collect and filter stormwater were also put in.

At the same time, a new footpath, driveways, and a cycle lane from Victoria Street to just past the Birdcage was built.

Upcoming work

November to December 2017

Construction stopped and road tidied in time for the annual Christmas lights display. Downer will still be onsite carrying out geotechnical land surveying and other minor surface works.

January to March 2018

Closure of Wellington Street and Franklin Road intersection January and early February 2018. Wellington Street where it intersects with Franklin Road will be closed to traffic for approximately four weeks while the eastern side of the roundabout is constructed.

Temporary traffic signals on approach to the works will permit traffic to travel up and down between Ponsonby and Victoria Street West. Detours will be in place - see the map for detour details.

February to March 2018

We then move construction for the western side of the roundabout. Traffic signals and road closures for the western side will be notified.

27 October

Annual Franklin Road Christmas lights display

We will have stopped worked and tidied the construction zone and road in time for the annual Christmas lights display. Works stop from 10 November to 27 December 2017.

Work stops for Christmas period

Works will stop from 10 November to 27 December 2017. Access to Franklin Road from Victoria Street will resume at this time.

Work progress

We had to close the lower end of Franklin Road to dig up the middle of the road to put in a new 400metre stormwater pipe. It’s now in place and over the coming weeks, we will be re-sealing this part of the road.

13 September

Works have now been underway for a few weeks and the installation of the new drainage in the median of Franklin Road is progressing well.

Next steps

Work on the berm is scheduled to begin on 18 September and pedestrian detours will be put in place at the bottom of Franklin Road.

Read the latest project update newsletter.

Missing rubbish collection

Some Franklin Road residents have told us they are missing their rubbish and recycling collection now that the eastern side of Franklin from Victoria Street to Wellington Street is shut to traffic.

If this has happened to you, please have your bins on the footpath in front of your property by 6am on Wednesday mornings and we'll take care of it.

18 August

One way road closure from Monday 21 August

No vehicle access from Victoria Street to Franklin Road from Monday 21 August. Pedestrian access will be maintained at all times and clearly marked.

Detour map for Franklin Road Ponsoby

Stage 2 works to start 21 August

We will soon begin stage 2 of the upgrade of Franklin Rd.

We will work from the Victoria St end of Franklin Rd, up to Wellington St as the first phase of the works. This means we will be closing the eastern side of the street to traffic as we will be working on that stretch of the road installing new drainage as well as constructing new kerbs and channels, the cycleway, footpath and parking bays. We will also be working at vehicle crossings.

We will work in 50 metre stretches, and to complete the works safely we have to close one side of the street to motor vehicle traffic. A traffic management plan will be in place.

Franklin Road works August 2017

25 May

Stage 1 works are now between Victoria Street and Wellington Street. This means Stage 2 works in the area can start in late May / early June.

Works in Collingwood Street are nearing completion with only around 10 properties left to complete. Works will be complete in Collingwood Street in mid-late June.

Works in upper Franklin Road are on-track for completion in mid-late October.

21 March

Construction of Stage 1 works (most of the underground work) is well underway and is due for completion later this year.

We have lodged a resource consent application for Stage 2 works, which include stormwater improvements and all the roading and footpath works, with Auckland Council.

At this stage, we expect to start Stage 2 works in late April or May, depending on when we get approvals from Council. These works will be undertaken in stages and are expected to be complete by September/October 2018.

Once we have a better understanding of when these works will start, and have a contractor on board to undertake the works, we will provide further information about the staging. This will also be on display at Victoria Park New World supermarket.

2015

11 December

2015 Revised design options

Design options for Franklin Road were further revisited between July - October 2015 and 3 revised design options were considered.

AT’s Executive Leadership Team confirmed option 1 as the preferred design option for Franklin Road in December 2015. This was discussed with the CLG at their 9 December meeting.

The key reasons for selecting option 1 as preferred option are:

  • It balances the needs of all road users taking into account feedback from stakeholders.
  • It retains the flush median which is used predominantly by vehicles for right turn movements into side street.
  • It retains parking between trees.
  • It provides for confident cyclists.
  • It’s considered an appropriate facility for the steep gradient of Franklin Road.
  • There is good separation between cyclists and vehicles reversing from driveways.
  • It is supported by an independent peer reviewer.

Option 1 will now progress to the detailed design stage.

28 October

The Community Liaison Group met to discuss revised options for the design of Franklin Road.

Since options A - D were presented in June 2015, AT has continued with technical investigations to address safety issues raised by residents and in safey audits.

As a result, the options have been further revised to address these issues and meet the project objective.

12 October

AT is assessing design options for Franklin Road following an independent safety audit and feedback from key stakeholder groups.

This will lead to AT deciding on a preferred option that will be taken through to detailed design and construction.

The safety of all road users and residents wil be an important factor in the final decision.

Community Liason Group (CLG)

The first meeting of the CLG will be held later this month. It includes representatives from Franklin Road residents, Freemans Bay Residents Association, Cycle Action Auckland, and the Waitemata Local Board.

Find out more about the Franklin Road CLG.

6 August

Since March, we have completed further safety investigations and confirmed the design principles that will inform the selection of the final option for Franklin Road.

13 March

Since December 2014, the project team has continued working on options for the project, taking into account feedback received in November 2014. Key developments include:

  • confirmation of Vector participation in the project and understanding of power lines.
  • two revised options that retain parking between the trees and the flush median.
  • investigating development of a roundabout at the Wellington St intersection.

2014

18 December

AT completed preliminary analysis of the feedback received on the design of Franklin Rd.

1 December

Feedback closed on Franklin Road.

Between now and April 2015, the team will develop preliminary design options that meet both the project objectives and AT design standards, and take all feedback into account.

11 November

The public were encouraged to give feedback on options to improve Franklin Rd. Community information days were held and feedback could be given online until 28 November.
