Annual Franklin Road Christmas lights display

We will have stopped worked and tidied the construction zone and road in time for the annual Christmas lights display. Works stop from 10 November to 27 December 2017.

Construction of Wellington Street roundabout

Construction of a roundabout at the Franklin Road, Wellington Street and England Street intersection will start early next year.
It features pedestrian crossings on all connecting roads, the roundabout will offer cyclists safer passage through the intersection.

Speed tables fringing the roundabout ensure that traffic slows down prior to entering the intersection, increasing safety for pedestrians and motorists.

Roundabouts are efficient and safer than four-way intersections or signalised intersections as drivers only make left turns,  traffic is moving one way and vehicles are moving at a slower speed.

Closure of Wellington Street and Franklin Road intersection

Wellington Street where it intersects with Franklin Road will be closed to traffic for approximately four weeks while the eastern side of the roundabout is constructed.

Traffic will be managed by signalised lights at the current intersection or manual Stop/Go traffic controllers. There may be delays during peak times. Please use an alternative route if possible.

Work stops for Christmas period

Works will stop from 10 November to 27 December 2017. Access to Franklin Road from Victoria Street will resume at this time.

Detour in place in January 2018

The detour will be in place for the duration of works on the eastern side of the roundabout.

Work progress

We had to close the lower end of Franklin Road to dig up the middle of the road to put in a new 400metre stormwater pipe. It’s now in place and over the coming weeks, we will be re-sealing this part of the road.


13 September

Works have now been underway for a few weeks and the installation of the new drainage in the median of Franklin Road is progressing well.

Next steps

Work on the berm is scheduled to begin on 18 September and pedestrian detours will be put in place at the bottom of Franklin Road.

Missed out on your rubbish collection?

Some Franklin Road residents have told us they are missing their rubbish and recycling collection now that the eastern side of Franklin from Victoria Street to Wellington Street is shut to traffic. If this has happened to you, please have your bins on the footpath in front of your property by 6am on Wednesday mornings and we'll take care of it.


18 August - One way road closure from Monday 21 August

No vehicle access from Victoria Street to Franklin Road from Monday 21 August. Pedestrian access will be maintained at all times and clearly marked.

Stage 2 works to start 21 August.

We will soon begin stage 2 of the upgrade of Franklin Rd.

We will work from the Victoria St end of Franklin Rd, up to Wellington St as the first phase of the works. This means we will be closing the eastern side of the street to traffic as we will be working on that stretch of the road installing new drainage as well as constructing new kerbs and channels, the cycleway, footpath and parking bays. We will also be working at vehicle crossings.

We will work in 50 metre stretches, and to complete the works safely we have to close one side of the street to motor vehicle traffic. A traffic management plan will be in place.

25 May 

Stage 1 works are now between Victoria Street and Wellington Street. This means Stage 2 works in the area can start in late May / early June.

Works in Collingwood Street are nearing completion with only around 10 properties left to complete. Works will be complete in Collingwood Street in mid-late June. 

Works in upper Franklin Road are on-track for completion in mid-late October.


21 March

Construction of Stage 1 works (most of the underground work) is well underway and is due for completion later this year.

We have lodged a resource consent application for Stage 2 works, which include stormwater improvements and all the roading and footpath works, with Auckland Council.

At this stage, we expect to start Stage 2 works in late April or May, depending on when we get approvals from Council. These works will be undertaken in stages and are expected to be complete by September/October 2018.

Once we have a better understanding of when these works will start, and have a contractor on board to undertake the works, we will provide further information about the staging. This will also be on display at Victoria Park New World supermarket.

Planned works for the week beginning 21 November 2016:

New sewer main

Sewer main installation on Collingwood Street:

  • Continue open cutting to install a new 150mm PVC sewer pipe between 44 Collingwood Street and 36 Collingwood Street.
  • Installation of new manholes.
  • Excavate to install new sewer laterals to 40, 38 and 36 Collingwood Street.
  • Stop/Go operation will remain in place during the week. 

Franklin Road

No further works will take place on Franklin Road until the new year. 


14 November

Planned works for the week beginning 14 November 2016:

Watermain installation

Watermain installation between the Birdcage and Wilkins Street:

  • Connection to existing watermain completed on Tuesday morning.
  • Backfilling of work are and preparation for reinstatement.
  • Permanent asphalt reinstatement of all work areas along Franklin Road.
  • Removal of fences and work materials.
  • Removal of temporary rider main.

Watermain installation between Wellington Street & Napier Street: 

  • Removal of any work related materials.
  • Removal of temporary rider main.
  • Permanent asphalt reinstatement of all work areas along Franklin Road.

Watermain installation in Ireland Road and Middle Street:

  • Site investigation works, ready for future works in this area.

Sewer main installation Franklin Road

New sewer main installation from Wellington Street to Heke Street:

  • All traffic diversion material removed from site and area returned to open road.
  • Investigative works on existing Fibre Optic cable.

Sewer main installation Collingwood Street

New sewer main installation from Wellington Street to Heke Street:

  • Mark out for traffic diversion including allowance for two way traffic flows.
  • Installation of traffic barriers and sign for diversion of traffic flows.
  • Delivery of plant and machinery to site after installation of traffic controls.
  • Mark out of existing services and laterals.
  • Saw cutting of existing driveways and removal as required.
  • Installation of pipework from existing manhole to manhole 6.

Sewer separation

New sewer separation along Collingwood Street and Franklin Road:

  • Continuing investigation work in properties ready for sewer separation.

Upcoming traffic changes

  • Removal of all traffic measures along Franklin Road in preparation for Christmas lights season.
  • Set up new traffic diversion along Collingwood Street.
  • Stop/Go operation in place along Collingwood St during some periods, one lane will be maintained for traffic flows.
  • Both lanes will be opened on Collingwood St after work hours for residential traffic.
  • Some foot path closures in place on Collingwood St during location of services, be will be opened after work hours.
  • Continued parking restrictions along Collingwood Street.
  • Delays may occur in Collingwood Street, but these will be kept to a minimum.
  • New Traffic Management plans for future works in Collingwood Street and Ireland Road/Middle Street.
  • Investigation of traffic issues along Ireland Road.

7 November

Watermain installation

Watermain installation between the Birdcage and Wilkins Street:

  • Drilling of new 250mm watermain from near the Birdcage, to Wilkins Street.
  • Hydro-excavation of a trench and installation of pipework from Wilkins Street to opposite 111 Franklin Road.
  • Connection to new valves in Franklin Road and connection to existing watermain in Wilkins Street.

Watermain installation between Wellington Street & Napier Street:

  • Complete Gratton Place connection.
  • Transfer of services to new pipes.
  • Complete Vector duct open cut to Wellington Road.
  • Complete vector ducting to Napier Street.
  • Permanent asphalt reinstatement of all work areas along Franklin Road in preparation of Christmas closedown.

Watermain installation in Ireland Street and Middle Street:

  • Site investigation works to start for future works in this area.
  • Transfer of services to new pipework.
  • Complete Vector duct open cut.

Sewer main installation

New sewer main installation from Wellington Street to Heke Street:

  • Complete reinstatement of current open cut trench in preparation for Christmas closedown.

  • Continuing investigation work in properties ready for sewer separation works in 2017.

  • Continued parking restrictions along Franklin Road.
  • Continuing shoulder closures along Franklin Road.
  • Along Franklin Road footpath, new work crews will be carrying out permanent footpath reinstatement between Napier St and Wellington Street.
  • Delays may occur in Wilkins Street during the installation of new watermain pipes.
  • Expect possible traffic congestion around the Wellington Street / Franklin Rd intersection, due removal of traffic measures (works are weather dependent).
  • New traffic management plans for future works in Collingwood Street and Ireland Road/Middle Street.

31 October

Planned works for the week beginning 31 October 2016:

Watermain installation between the Birdcage and Wilkins Street.

  • Drilling of new 250mm watermain from near the Birdcage on lower Franklin Road, to Wilkins Street.
  • Connection to existing valves in Franklin Road and connection to the existing watermain in Wilkins Street.

Watermain installation between Napier Street

  • Continued preparation works for the new watermain connection points in Napier Street.
  • Backfilling of trenches as required
  • Chlorination and pressure testing of the new water main.

New sewer main installation from Wellington Street to Heke Street

  • Installation of new 150mm sewer main from the existing sewer manhole to a new sewer manhole
  • Installation of new sewer manhole
  • Backfilling of trench and removal of trench shoring.

New sewer separation along Collingwood Street and Franklin Road

  • Continuing investigation work in properties for sewer separation.

Upcoming traffic changes

  • Continuing shoulder closures along Franklin Road.

New sewer main installation from Wellington Street to Heke Street

  • Excavation for new sewer main in Franklin Road, from the Wellington Street intersection.
  • Stop/Go operation in place from Wednesday to Friday, to allow construction of sewer main.
  • Both lanes will be opened at night.
  • More construction traffic movements in this area.

  • Continuing investigation work in properties for sewer separation.

  • Delays may occur in Wilkins Street, during watermain installation of new pipe.

17 October

Planned works for the week beginning 17 October:

  • Potholing investigations between Wilkins Street and Victoria Park to locate existing services.
  • Concrete pouring of anchor restraint blocks around the new pipe connection on Napier Street junction of Franklin Road.
  • Backfilling of current excavations between Wellington St and Napier St.
  • Installation of service connections to 4 properties between Wellington St and Napier St.
  • Installation of pipe connection from new valve on Wellington St to the new connection point on Wellington St Junction of Franklin Rd.
  • Installation of new pipe connection on Footway of Franklin Rd and preparation for connection at Gratton Place.
  • Potholing investigations to locate services on Napier Street junction of Franklin Rd.
  • Potholing investigations to locate the existing Chorus on line of new sewer main from existing manhole at junction of Wellington St & Franklin Rd.
  • Commence open cut excavation and install trench shoring between existing manhole and MH1 on Franklin Rd adjacent to property No 53.
  • Continue with private sewer separation investigations on Collingwood St and Franklin Rd.

3 October

Planned works for the week beginning 3 October:

  • Installation of new pipeline between Wellington Street and Napier Street.
  • Drilling of Vector ducting between Wellington Street and Napier Street.
  • Site investigations along Collingwood Street for planned sewer separation works.
  • Set out of the new sewer main between Wellington Street and Heke Street.
  • Backfilling of service pits along the footpath.

26 September

Planned works for the week beginning 26 September:

  • Drill rig arriving at the Wellington Street and Franklin Road intersection for direction drilling.
  • New water main pipes welding.
  • Water main pipes installation between Wellington Street and Napier Street, with new connections added to homes. 
  • Night works on Monday and Tuesday for new water main valves installation.
  • Vector ducting installed between Wellington Street and Napier Street. 

20 September

Planned watercare works for the week beginning 20 September:

  • Completion of service investigations.
  • Drill rig setup at corner of Wellington and Franklin Roads.
  • Excavation of entry/exit holes for drill shot.
  • Drilling of first section of pipe and installation of water main.
  • Install temporary water service.
  • Preparation for new valve installation.

11 May

Final consultation has closed and we will now review the feedback received before making final decisions about design features.


26 April

The design of option 1 has progressed and a final round of consultation is underway where you can give feedback.

The start of stage 1 works (underground services) has been delayed while we confirm the final approvals. These works will now start in early May 2016.

11 December

2015 Revised design options

Design options for Franklin Road were further revisited between July - October 2015 and 3 revised design options were considered.

AT’s Executive Leadership Team confirmed option 1 as the preferred design option for Franklin Road in December 2015. This was discussed with the CLG at their 9 December meeting.

The key reasons for selecting option 1 as preferred option are:

  • It balances the needs of all road users taking into account feedback from stakeholders.
  • It retains the flush median which is used predominantly by vehicles for right turn movements into side street.
  • It retains parking between trees.
  • It provides for confident cyclists.
  • It’s considered an appropriate facility for the steep gradient of Franklin Road.
  • There is good separation between cyclists and vehicles reversing from driveways.
  • It is supported by an independent peer reviewer.

Option 1 will now progress to the detailed design stage. 


28 October

The Community Liaison Group met to discuss revised options for the design of Franklin Road.

Since options A - D were presented in June 2015, AT has continued with technical investigations to address safety issues raised by residents and in safey audits. 

As a result, the options have been further revised to address these issues and meet the project objective.


12 October

AT is assessing design options for Franklin Road following an independent safety audit and feedback from key stakeholder groups.

This will lead to AT deciding on a preferred option that will be taken through to detailed design and construction. 

The safety of all road users and residents wil be an important factor in the final decision.

Community Liason Group (CLG)

The first meeting of the CLG will be held later this month. It includes representatives from Franklin Road residents, Freemans Bay Residents Association, Cycle Action Auckland, and the Waitemata Local Board.

6 August

Since March, we have completed further safety investigations and confirmed the design principles that will inform the selection of the final option for Franklin Road.


13 March

Since December 2014, the project team has continued working on options for the project, taking into account feedback received in November 2014. Key developments include:

  • confirmation of Vector participation in the project and understanding of power lines.
  • two revised options that retain parking between the trees and the flush median.
  • investigating development of a roundabout at the Wellington St intersection.

18 December

AT completed preliminary analysis of the feedback received on the design of Franklin Rd.


1 December

Feedback closed on Franklin Road.

Between now and April 2015, the team will develop preliminary design options that meet both the project objectives and AT design standards, and take all feedback into account.


11 November

The public were encouraged to give feedback on options to improve Franklin Rd. Community information days were held and feedback could be given online until 28 November.
