Auckland Transport (AT) will be making one of the region’s most famous intersections safer with improved traffic flow in and around Warkworth.
Project status: Design
Project zone: North
Auckland Transport, with support from the NZ Transport Agency, has listened to public feedback on the layout of the current intersection and calls to upgrade the traffic pinch-point.
The Hill Street intersection in Warkworth has been a bottleneck for locals and holiday-makers for decades, and with a business case having been completed, AT now have funding to begin the next stage of the project to improve safety and traffic flow.
The important intersection provides access to Warkworth town centre, Mahurangi peninsula and surrounding communities including Snells Beach, Matakana, Omaha and Leigh. With its location on State Highway 1, it carries a large amount of traffic on a daily basis and is prone to delays.
This projects objective is to ease congestion and improve traffic flow in the area.
- New cycling and walking facilities
- Five-arm roundabout will improve traffic flow through State Highway 1
- Three-arm roundabout will improve traffic flow through the Sandspit and Matakana Road intersection.
- Detailed design and pre-implementation – July 2020 to mid-2021.
- Begin construction once Matakana Link Road and Puhoi to Warkworth motorway is complete.
It is expected that the completion of the Puhoi to Warkworth motorway and Matakana Link Road will reduce traffic flows at this pinch point. The planned growth in Warkworth, however, will see increased movements through the intersection.
The business case provided a recommended option for improving the intersection, while also securing funds to move forward with providing detailed design of what the intersection will look like.
It is recommended that the signalised intersection at Hill Street be turned into a five-arm roundabout, with a three-arm roundabout constructed at the Sandspit and Matakana Road intersection. Cycling and walking facilities have been included in preliminary designs.
Construction of the project will not start until the Puhoi to Warkworth motorway is completed, as well as the Matakana Link Road in late 2021. By this time, the Hill Street upgrade project will be ‘construction ready’.

AT will appoint a consultant to complete the detailed design of the roundabouts in June 2020, with this work commencing a month later so the work can be completed by July 2021. This pre-implementation phase will include completing the designation process, property acquisition and securing resource and building consents.
Funding for construction will be sought through the 2020/2021 review of the Region Land Transport Plan.
