Auckland Transport (AT) proposes to implement a variety of parking zones and restrictions in Parnell to better manage parking demand and improve parking availability in the area.

Proposed parking improvements
We have undertaken a Parnell parking study to understand the parking demand, and to design a suitable parking management plan that is consistent with our wider parking strategy, being rolled out across Auckland to better manage on-street parking.
These proposed improvements include:
- Residential parking zone.
- Resident paid parking zone (no time limits).
- Paid parking zone (no time limits).
- Car share parking restriction.
- Loading zone restrictions.
All existing restrictions such as bus stops, taxi stands, loading zones, tour bus parking, mobility parks, car share, broken yellow lines, and bus lanes will remain.
Any motorist will be able to park in the area providing they comply with the specified parking restrictions.
Benefits
The proposed parking management plan for Parnell will benefit both residents and visitors to the area by:
- Improving parking availability by increasing turnover and discouraging commuter parking.
- Reducing congestion and stress associated with living and working in an area of high parking demand.
- Better sharing of on-street parking between residents, businesses, and visitors.
- Offering greater flexibility in length of stay for visitors.
- Introducing consistency with the restrictions used around Auckland.
- Allowing for demand-responsive pricing to manage future parking demand.
- Allowing residents of the RPZ area to apply for permits and coupons to exempt them from the paid parking and time restrictions.

Residential parking zones (RPZs)
Residents within designated areas may be able to apply for permits or coupons so they can park in the RPZ area without having to pay the hourly fee and be exempted from time restrictions.
Car share carparks
Included in this proposal is ‘Car Share At All Times’ parking restriction on Augustus Terrace. This refers to specific hourly hire vehicles, such as Cityhop carshare vehicles. For more information on the Cityhop car share scheme, visit the Cityhop website.
Existing parking permits
Existing residential parking permits would be discontinued. Users of these permits would need to apply under the new scheme.

We proposed a variety of parking zones and restrictions in Parnell to better manage parking demand and improve parking availability in the area.
We consulted on these proposals from 6 November to 11 December 2017, and received 426 public submissions.

Outcome
After considering all feedback, and extensively exploring various suggestions and alternatives, AT have decided to implement the proposed changes in Parnell with some important changes.
AT has revised some aspects of the proposal as listed below. The final maps for the areas where changes were made are at the bottom of this page:
- Changed the operational hours for Area 1 – Monday to Saturday 8am to 7pm, (proposed was 8am to 10pm) and included business mixed-use section of some of the side streets as indicated in the attached outcome map.
- Changed the operational days for Area 2, 3 and 4 – Monday to Friday 8am to 6pm (proposed was Monday to Saturday).
- Changed the proposed restriction for Area 4 from paid parking to P120 (120 minutes) time restricted parking.
Proposed parking changes in Area 5 will go ahead as proposed.
In addition, the operating hours of the existing controls will be aligned to new paid parking zone operational hours in Area 1.
We believe that these parking changes better reflect the community’s interests while also increasing turnover, improving availability and encouraging other modes of transport to the area.
Next steps
Implementation of the parking zone will be progressively rolled out from December 2018 to the start of May 2019:
- Area 1 - December 2018.
- Area 2 and 3 - mid March 2019.
- Area 4 and 5 - start of May 2019.
