To support large housing and employment growth in Auckland’s south an upgrade of the Redoubt Road - Mill Road corridor between Manukau, Papakura and Drury is needed. The Mill Road corridor is a priority network improvement in the Auckland Plan.

Project zone: South
Auckland Transport (AT) will upgrade the Redoubt Road - Mill Road corridor in two phases:
- Phase 1: A northern section
fromState Highway 1 at Manukau to the intersection of Mill Road and Popes Road.
- Phase 2: A southern section from the Mill Road/Popes Road intersection to Papakura and Drury.
The upgrade of the road corridor will include:
- A four-lane road and upgraded intersections.
- Improved public transport infrastructure and services.
- On-road cycle lanes and shared path facilities.
- New footpaths on both sides of Redoubt and Murphys Road and safe pedestrian crossing opportunities at the Diorella/Redoubt, Hollyford/Redoubt intersections.
The project offers transport and safety benefits to both road users and the wider community:
- Improved transport access for Manukau, Flat Bush, Takanini, Papakura and Drury.
- More reliable bus journey times, the ability to move more passengers while addressing overall constraints on the public transport network.
- Improved travel times and safer roads for drivers, pedestrians and cyclists.
- An alternative north-south corridor in case of major disruptions or emergencies on other southern arterial routes.
- A new bus priority lane westbound from Hollyford Dr only.
- Flexibility to support future growth in the area.
Dates are dependent on the planning process and funding approvals.
- October 2014 - Northern section: Route identified and notices of requirement lodged.
- 2015 - Northern section: Public submissions and hearing on notices of requirement.
- 2015 - Southern section: Progress work to identify a route alignment.
- 2016 - Northern section: Independent commissioners recommended the designation be confirmed subject to conditions that address environmental matters and various concerns raised by submitters.
- April 2016 - Northern section: AT confirms designation with Auckland Council.
- May 2016 - Northern section: six appeals to the Environment Court lodged.
- November 2016 - Northern section: Final appeal settled and the programme to acquire properties fully affected by the project begins.
- December 2016 - Northern section: Environment Court confirms all appeals have been resolved and the designation is now final.
- 2018 - Northern Section Designation complete.
The project, first identified in 2004, is a priority network improvement in the Auckland Plan.
Significant growth, with up to 42,000 new dwellings and 35,000 jobs, is expected in the area by 2041. Special housing areas will see 3,845 new houses within 10 years.
The eastern/mid-section of the corridor serves as a rural arterial, to the wider East-Manukau
area and heading west it becomes an urban arterial, catering for a wide variety of uses including public transport, walking and cycling.
Growth around the Mill Rd corridor will double traffic volumes and the upgrade will cater for this.
The northern section
When we refer to the northern section of the Redoubt Road-Mill Road corridor, we are talking about the 8.9km starting at the State Highway 1 (SH1) on and off ramps on Redoubt Road running east, and south along Redoubt Road to the Redoubt Road/Mill Road intersection.
From here, the corridor continues south along Mill Road, ending south of Alfriston Road near the intersection of Mill Road and Popes Road. It also includes a short section along Hollyford Drive to the north of Redoubt Road and a portion of Murphys Road, from a new intersection on Redoubt Road to Flat Bush School Road.
Features of the northern section of the Redoubt Road-Mill Road corridor
- Redoubt Road will be widened to four lanes (two in each direction) between SH1 and Murphys Road.
- A westbound bus lane will be added along Hollyford Dr and Redoubt Rd towards Manukau.
- The existing Mill Road arterial will be replaced with a new four lane arterial (two in each direction) between Murphys Road and Popes Road.
- 17m and 23m high viaducts to sit above the native bush at Puhinui Creek and South Mill Road gullies.
- New roundabouts at Ranfurly Road and Alfriston Road with pedestrian facilities including safe crossing in the medians.
- New and improved signalised intersections at Diorella Drive, Hollyford Drive, Santa Monica Place and Murphys Road including pedestrian crossings and stop boxes for cyclists.
- Widening of Murphys Road to four lanes (two in each direction) between Flat Bush School Road and Redoubt Road.
- Murphys Road-Redoubt Road intersection realigned and traffic lights added to improve safety.
- On-road cycle lanes built on both sides of the corridor for the length of the upgrade.
- Off-road shared cycle and foot paths for the length of the upgrade.
- Widened footpaths on both sides of Redoubt Road, Mill Road and Murphys Road with pedestrian crossings at key intersections.
- Improved access to local community services and facilities such as Totara Park and Murphys Bush.
- Replacement planting, landscaping and stream restoration.
- Improved stormwater facilities for the entire corridor including wetlands for stormwater treatment and retention.
- Landscaping of the new road corridor.

Public transport improvements
- Public transport improvements to the Mill Road Corridor will provide more frequent and more reliable public transport services. Bus priority facilities will be provided at the Hollyford Drive/Redoubt Road intersection, including a dedicated right turn lane for buses turning out of Hollyford Drive into Redoubt Road.
- A new west-bound bus lane is proposed between Hollyford Drive and SH1 intersection. The proposed bus lane will allow buses to travel unimpeded between Hollyford Drive and Diorella Drive, and between Diorella Drive and the motorway.
- The frequency of bus services will increase which will provide a better level of service for public transport users.
- Improvements to bus priority facilities and frequency will enable a strong integration with connector routes and local services. Bus priority facilities will be provided at the Hollyford Drive/Redoubt Road intersection, including a dedicated right turn lane for buses turning out of Hollyford Drive into Redoubt Road.
Cycling and walking improvements
- On-road cycle lanes for the length of the upgrade, varying between 1.5 and 2m wide.
- Off-road shared use paths for less confident cyclists and pedestrians on 1 side of the length of the upgrade.
- Advanced stop boxes for cyclists at intersections with traffic lights.
- 2m-wide footpath on both sides of Redoubt Road between SH1 and Hollyford Drive intersections. A mix of footpaths and the shared use path will be provided for the rest of Redoubt Road, Mill Road and Murphys Road.
- Pedestrian crossings on all legs of intersections with traffic lights (Hollyford/Redoubt, Diorella/Redoubt, Murphys/Redoubt).
- Safe crossing refuges in medians at Ranfurly Road and Alfriston Road roundabouts.
Design has been carefully considered to accommodate the future urban and rural character of the corridor, as well as the natural and topographical landscape features of the area. A number of routes were investigated and potential impacts were weighed up before the final route was selected.
The project team propose the following conditions to reduce or avoid, remedy or mitigate any long-term impacts:
- Implementing a noise and vibration management plan.
- Managing potential soil contamination, stormwater run-off and dust.
- Undertaking replacement planting and stream restoration.
- Creating a number of wetland areas.
- A pest eradication programme.
- Monitoring environmental issues during construction including the impacts on flora and fauna in the area.
- Ongoing monitoring after works are completed to ensure successful implementation of environmental mitigation measures.
- The route was selected at Puhinui Creek to avoid mature forest. It crosses two areas of native forest via 17m and 23m high viaducts which will be built at Puhinui Creek gully and South Mill Road gully.
Recommendations in the Ecological Assessment have been made to avoid, remedy or mitigate adverse ecological effects associated with the project:
- Lessen the loss of native vegetation by planting trees and other flora in the area with the aim to increase the current extent of existing forested or scrub area. Any new wetland habitats, which are scarce in the area, would be a direct benefit to local birdlife and offer various ecological benefits.
- Clearing of native forest vegetation should happen outside the nesting season for most native birds.
- Bat behaviour and ecology should be considered during design and construction should include:
- Minimising overall vegetation clearance.
- Monitoring mature trees for bat habitation before felling.
- Vegetation clearance would ideally not happen between November and late January, which is generally the breeding season for long-tailed bats..
- Road lighting would be minimised. Where lights are necessary, downward-facing, low-pressure sodium lamps with hoods would be used to limit spillage.
- A rescue and relocation programme for both native geckos and skinks would be implemented. If native lizards are found in substantial numbers, habitat enhancement (refuges and food supplementation) and pest control should be in place around release sites for a minimum of five years to ensure the habitat thrives.
- Fish passages and appropriate stream restoration should be provided where culverts are built.
The Supporting Growth programme (a collaboration between Auckland Council, Auckland Transport and the NZ Transport Agency) will focus on upgrading the Mill Road corridor from Manukau and Flat Bush to Papakura and Drury.
This is known as the southern section and will help improve safety, provide greater access to new growth areas and offer an additional north-south route. It will link to State Highway 1 and add to a new expressway between Drury, Paerata and Pukekohe.
AT has been in direct contact with landowners affected by the project and will continue to meet and communicate with them.
If your property is affected, Auckland Transport will:
- work with you to manage your concerns.
- explain the support you are entitled to.
- explain the relevant processes and your rights.
What happens to affected properties
The purchasing programme is well underway. Auckland Transport has already acquired some of the properties needed for this project and is in contact with people who own properties that are either entirely or partially required.
Property owners directly affected by the Redoubt Road-Mill Road upgrade will be fully and fairly compensated as AT purchases the land essential for these works. AT is required to ensure any compensation is negotiated fairly in the interests of both ratepayers and affected landowers.
We understand that selling your property can be a difficult situation for some landowners, while for others, gaining clarity around options and timeframes may help alleviate some stress and concerns.
Selling to Auckland Transport is very different from selling on the real estate market:
- You pay no real estate agent commission.
- Auckland Transport pay for reasonable legal fees.
- In some cases, Auckland Transport will pay for moving costs.
- It offers the advantage of a relatively quick settlement (if desired), with monies paid into your solicitor's trust account within approximately three weeks of acceptance, or at a time agreed by both parties.
Based on feedback from some property owners to date, AT also offers:
- Flexible settlement terms of up to six months; and/or,
- The option of renting the property back (on a periodic tenancy) to give you time to find alternate accommodation.

The Resource Management Act 1991 (RMA) allows for areas of land to be designated for use as network utilities (such as roads and telecommunications facilities) or large public works (such as schools and prisons). Once a designation is in the relevant plan (the Auckland Unitary Plan in this instance), the proposed works can be carried out there at any time, the authority responsible does not have to comply with district plan rules. Once the designation is put in place, the Requiring Authority (Auckland Transport in this case) may do anything allowed by the designation, and the usual provisions of the district plan do not apply to the designated site. The Requiring Authority will still need to get any resource consents required from the regional council.
A designation restricts anyone other than the Requiring Authority (Auckland Transport in this case) from carrying out work on the designated land that will prevent or hinder the project or work to which the designation relates, without first obtaining the requiring authority's permission.
