An upgrade of the Redoubt Road - Mill Road corridor between Manukau, Papakura and Drury is needed to support large housing and employment growth in Auckland’s south.

Auckland Transport (AT) will upgrade the Redoubt Road - Mill Road corridor in 2 phases:
- A northern section from State Highway 1 at Manukau to the intersection of Mill Road and Popes Road.
- A southern section from the Mill Road/Popes Road intersection to Papakura and Drury.
The upgrade of the road corridor includes:
- A 4-lane road and upgraded intersections.
- Improved public transport infrastructure and services.
- On-road cycle lanes and shared path facilities.
- New footpaths on both sides of Redoubt and Murphys Road and safe pedestrian crossing opportunities at the Diorella/Redoubt, Hollyford/Redoubt intersections.
The project offers transport and safety benefits to both road users and the community:
- Improved transport access for Manukau, Flat Bush, Takanini, Papakura and Drury.
- Flexibility to support future growth in the area.
- More reliable bus journey times, the ability to move more people and address constraints on the public transport network.
- Improved travel times and safety for drivers, pedestrians and cyclists.
- An alternative north-south corridor in case of major disruption or emergencies on other southern arterial routes.
- Improved access to open spaces, community services and facilities.
Dates are indicative and depend on the planning process and funding approvals.
- November 2014 - Northern section: Route identified and notices of requirement lodged.
- 2015 - Northern section: Public submissions and hearing on notices of requirement.
- 2015 - Southern section: Progress work to identify a route alignment.
- 2016 - Northern section: Independent commissioners have recommended the designation be confirmed subject to conditions that address environmental matters and various concerns raised by submitters. AT will make a decision on whether to confirm the designation by early May 2016. Once the decision has been issued, submitters have 15 working days to lodge any appeals with the Environment Court. Property purchase following confirmation of designation and resolution of all appeals.
- 2020+ Northern section: Phased construction along Redoubt Rd, Mill Rd and Murphys Rd.
- 2025+ Southern section: Finalisation of route and construction (dependent on growth).
Changing land use, population growth and planned housing developments are adding pressure on transport infrastructure in south Auckland:
- An estimated 10,000 new houses are fast-tracked in special housing areas in southern parts of Auckland, including 4,470 houses in Flat Bush, and 1,770 houses in Takanini.
- A further 12,000 - 14,000 houses are anticipated to be constructed in the Takanini, Opaheke, Drury and Karaka future urban zone under the proposed Auckland Unitary Plan.
- New industrial areas in Takanini and Drury south will create 6,000 new jobs.

AT predicts traffic volumes will increase to a level that is more than the current Redoubt and Mill Roads can cope with. Congestion is already affecting parts of Redoubt Road and Mill Road and this will double on some sections in 10 to 15 years.
There are also significant crash hot spots at junctions and curves along this route, making it necessary to improve the road. Between 2009 and 2013, 283 vehicle crashes and 4 deaths were reported.
Improvements to the Mill Road corridor are identified as a priority in the Auckland Long Term Plan (LTP).
The northern section
This part of the Mill Road project covers the 8.9km section of the Redoubt Road-Mill Road corridor starting at the State Highway One (SH1) on- and off-ramps on Redoubt Road running east, then south along Redoubt Road to the Redoubt Road/Mill Road intersection.
From here, the corridor continues south along Mill Road, ending south of Alfriston Road near the intersection of Mill Road and Popes Road. It also includes a short section along Hollyford Drive to the north of Redoubt Road and a portion of Murphys Road from a new intersection on Redoubt Road to Flat Bush School Road.
The northern section is currently going through the notice of requirement/designation process.
Features of the northern section of the Redoubt Road-Mill Road corridor
- Redoubt Road widened to 4 lanes (2 in each direction) between SH1 and Murphys Road.
- Westbound bus lane along Hollyford Dr and Redoubt Rd towards Manukau.
- Replacement of the existing Mill Road with a new 4-lane arterial (2 in each direction) between Murphys Road and Popes Road.
- 17m and 23m high viaducts above native bush at Puhinui Creek gully and South Mill Road gully.
- New roundabouts at Ranfurly Road and Alfriston Road with pedestrian facilities including safe crossing facilities in the medians.
- New and improved signalised intersections at Diorella Drive, Hollyford Drive, Santa Monica Place and Murphys Road. These intersections will have pedestrian crossings and stop boxes for cyclists.
- Widening of Murphys Road to four lanes (two in each direction) between Flat Bush School Road and Redoubt Road.
- Murphys Rd-Redoubt Rd intersection realigned and traffic lights added to improve safety.
- On-road cycle lanes on both sides for the length of the upgrade.
- Off-road shared cycle and foot path for the length of the upgrade.
- Widened footpaths on both sides of Redoubt Road, Mill Road and Murphys Road with pedestrian crossings at key intersections.
- Improved access to local community services and facilities such as Totara Park and Murphys Bush.
- Replacement planting and stream restoration.
- Improved stormwater facilities for the entire corridor which includes wetlands areas for stormwater treatment and retention.
- Landscaping of the new road corridor.

The design has been carefully considered so that it will accommodate the future urban and rural character of the corridor, as well as the natural and topographical landscape features.
A large number of routes were investigated and potential effects assessed before the final route was selected.
The project team propose the following conditions to reduce or avoid, remedy or mitigate any long-term impacts:
- Implementing a noise and vibration management plan.
- Managing potential soil contamination, stormwater run-off and dust.
- Undertaking replacement planting and stream restoration.
- Creating a number of wetland areas.
- A pest eradication programme.
- Monitoring environmental issues during construction including the impacts on flora and fauna in the area.
- Ongoing environmental monitoring after works are completed to ensure successful implementation of environmental mitigation measures.
- The route was selected at Puhinui Creek to avoid mature forest. It crosses 2 areas of native forest via 17m and 23m high viaducts. These will be built at Puhinui Creek gully and South Mill Rd gully.
A number of recommendations have been made in the Ecological Assessment to avoid, remedy or mitigate adverse ecological effects associated with the project:
- Mitigate loss of native vegetation by planting trees and other vegetation in the designation. This will aim to increase the current extent of existing forested or scrub area. The creation of any new wetland habitat, which is scarce in the area, would be a direct benefit to local birdlife and offer ecological benefits.
- Clearance of native forest vegetation should commence outside the nesting season for most native birds.
- Consider bat behaviour and ecology during the design and construction of the road. Steps that could be taken include:
- Minimising vegetation clearance.
- Monitoring mature trees for bat habitation before felling.
- The breeding season for long-tailed bats is generally between November and late January. Vegetation clearance would ideally avoid this period.
- Minimise road lighting. Where lights are necessary, use downward-facing low-pressure sodium lamps with hoods to limit spillage.
- A rescue and relocation programme for both native geckos and skinks. If native lizards are found in substantial numbers, habitat enhancement (refuges and food supplementation) and pest control should be undertaken around release sites for a minimum of 5 years to ensure the habitat is able to support the increased population
- Provide fish passage and appropriate stream restoration where culverts are built.
- Retain a habit linkage beneath the Puhinui Creek Gully viaduct during construction of piers which will remain after completion.
Cycling and walking improvements
- On-road cycle lanes for the length of the upgrade, varying between 1.5 and 2m wide.
- Off-road shared use paths for less confident cyclists and pedestrians on 1 side of the length of the upgrade.
- Advanced stop boxes for cyclists at intersections with traffic lights.
- 2m-wide footpath on both sides of Redoubt Road between SH1 and Hollyford Drive intersections. A mix of footpaths and the shared use path will be provided for the rest of Redoubt Road, Mill Road and Murphys Road.
- Pedestrian crossings on all legs of intersections with traffic lights (Hollyford/Redoubt, Diorella/Redoubt, Murphys/Redoubt).
- Safe crossing refuges in medians at Ranfurly Road and Alfriston Road roundabouts.
Public transport improvements
- Public transport improvements to the Mill Road Corridor will provide more frequent and more reliable public transport services. Bus priority facilities will be provided at the Hollyford Drive/Redoubt Road intersection, including a dedicated right turn lane for buses turning out of Hollyford Drive into Redoubt Road.
- A new west-bound bus lane is proposed between Hollyford Drive and SH1 intersection. The proposed bus lane will allow buses to travel unimpeded between Hollyford Drive and Diorella Drive, and between Diorella Drive and the motorway.
- The frequency of bus services will increase which will provide a better level of service for public transport users.
- Improvements to bus priority facilities and frequency will enable a strong integration with connector routes and local services. Bus priority facilities will be provided at the Hollyford Drive/Redoubt Road intersection, including a dedicated right turn lane for buses turning out of Hollyford Drive into Redoubt Road.
In the southern area beyond the Mill Rd/Popes Rd intersection, there is an intention to progress work on identifying a route alignment during the next financial year (July 2015 - June 2016). However, any finalisation of the route will depend on the timing of release of land for housing in the Opaheke area, which could be more than 10 years away.
There is therefore no intention to finalise a route in the Papakura/Drury area to be able to designate it until more certainty exists regarding potential land release for development.
Before any finalisation of a route and the designation process there will be public consultation.
Although Papakura District Council did some initial work to identify upgrades this has not progressed and would be considered as part of work to identify a route alignment

A designation is a provision in a District Plan that allows a Council or requiring authority such as AT to use land in future for a public work or project. A designation will define the activities that a landowner can undertake on their property within the future transport corridor.
The owner will need to seek approval from AT for any activities that could affect the future construction of the Redoubt Road - Mill Road corridor.
In order to obtain a designation, AT must apply to Auckland Council for a Notice of Requirement under the Resource Management Act that sets out where the designation will apply, what it is for and what restrictions or conditions will apply to it.
AT has directly contacted landowners affected by the project and is meeting with them.
If your property is affected, AT will:
- work with you to manage your concerns.
- explain the support you are entitled to.
- explain the relevant processes and your rights.
What happens to affected properties
All landowners with properties entirely or partly required to build the road will be fully consulted with as the project develops.
Where properties or parts of properties must be purchased, owners will be fully compensated. AT must ensure the compensation is negotiated fairly in the interests of both ratepayers and affected landowners.

AT has lodged 3 separate notices of requirement with Auckland Council to designate the land for public works to enable improvements to the Redoubt Road-Mill Road corridor.
Several route options were considered for this project. They included balancing a wide range of complex considerations including public feedback and environmental impacts. AT has identified a preferred option and has applied to Auckland Council to designate the land.
The notice of requirement (NoR) safeguards and protects land required for the project. One of its key purposes is to identify the project in the District Plan, and therefore provide a higher degree of certainty regarding the future of the land to landowners, developers and those looking to move to the area.
The NoR process also provides an opportunity for the public to provide comment (make a submission as part of the statutory process) and be heard at the official hearing.
Consultation on the Northern section began in 2009 with Manukau City Council asking the public for feedback on options for sections of the corridor.
AT consulted with directly affected landowners and the wider community in October and November 2012 with six information days. Responses from the public were evaluated and incorporated in planning as appropriate and engagement with affected landowners is ongoing.
