How AT works with Total Mobility
Total Mobility is a national scheme to support people with mobility issues to travel by providing subsidised taxi trips.
Auckland Transport operates the Total Mobility scheme in Auckland. It is our responsibility to make sure that our customers can:
- access transport quickly
- be transported safely
- be treated with dignity.
We strive for quality of service and a good spread of operators across the region.
You can work with Total Mobility either as a driver or a taxi operator.
Become a Total Mobility driver
We don’t have contracts with individual taxi drivers. Instead, we recommend you reach out to one of our current Total Mobility taxi operators to drive for them. Many of these operators are open to recruiting new drivers.
Each taxi operator will have their own requirements to represent their company.
Auckland Transport requires that all drivers carrying Total Mobility clients have:
- a current NZ driver’s license with a passenger endorsement
- two first aid certificates: unit standards 6401 and 6402
- NZQA unit standards 1734, 1748, 1750 and 17593.
Become a Total Mobility taxi operator
Total Mobility taxi operators are chosen through an Invitation to Qualify process (ITQ). This is advertised through the Government Electronic Tender Service (GETS).
Your contract is with Auckland Transport to provide Total Mobility services.
The terms of each contract are the same across all our Total Mobility taxi operators. These contracts have no value until an operator has a Total Mobility client travel with them. Auckland Transport then pays a subsidy for each Total Mobility trip.
We have a range of standards for Total Mobility taxi operators, covering:
- customer experience, dignity and safety
- complaint processes
- health and safety requirements
- vehicle standards
- drivers and driver training
- data integrity
- payments and invoicing
- fare schedules
- data to be supplied for each journey.
The Total Mobility taxi operator’s contract has strict vehicle standards. This includes:
- a vehicle cannot be more than 5 years old unless it has a 5-star safety rating
- a vehicle cannot be older than 15 years.
The ‘Invitation to Qualify’ process
We open applications for new taxi operators once a year. However, we have temporarily paused applications while the Ministry of Transport reviews the Total Mobility scheme (link opens in a new tab).
We will not be appointing any new Total Mobility taxi operators until the review is complete.
