While we review all requests, we may not be able to fulfil all of them. We consider a number of factors when reviewing requests for new bus stops and shelters.
We consider a number of factors when reviewing requests for new bus stops and shelters including:
- reason for the request — bus route change which requires new stops, safety issues
- who requested it — councillor, local board, bus operator, bus users
- for shelter installation, historical usage — ideally over 50 users per day
- current bus frequency — how many buses will go through this stop or shelter
- continuity of service — if the bus route likely to change soon
- if any bus frequency increases are planned for the area.
Location is also a key consideration of the decision-making process.
We look to see if the requested bus stop or shelter is near:
- schools
- apartments
- retail shops
- leisure areas such as beaches, parks or playgrounds
- shopping malls
- other bus stops
- existing road crossings.

- connected by safe, sheltered access routes
- safe and efficient for boarding and exiting buses
- designed for buses to enter and leave quickly and safely.
Bus stops will include:
- safe, comfortable, and clearly visible waiting areas
- timetable information that is easy to find and read.
The policy also requires consultation with bus operators and nearby residents before any bus stop is moved.
