The Takapuna Cycling Connections business case explores options to improve cycling and scootering connections to key destinations, such as:
- schools
- public transport
- workplaces
- community facilities
- town centres.
The business case will focus on exploring connections between:
- the Devonport to Takapuna greenway at Francis Street (in Hauraki)
- the Forrest Hill Road shared path.
This work will identify potential options and evaluate their benefits, costs and risks. The aims are to identify:
- a preferred option for the area
- what funding may be needed to design and build it.
We have not made any decisions yet on future routes or designs. As the project goes on, the options will be shaped by:
- what we learn through the business case from technical investigations
- insights from the community and stakeholders.
The business case is funded through Auckland Council’s Climate Action Transport Targeted Rate (CATTR). The CATTR supports projects that help lower transport emissions and give people more travel choices.

Takapuna Big Bike Party

Come for the bikes, stay for the party. Takapuna Primary School will become a cycling playground for an afternoon of bike games, music, food and community fun. We’ve been meeting people with a broad range of perspectives and connections to local organisations, businesses and community groups. They’re coming together as a ‘reference group’ in workshops with the project team. They will share their local insights, test ideas and inform the development of cycling connection options.
We’ve also established a ‘student reference group’ with students from local schools. This gives young people an opportunity to share their experiences of travelling by bike in the area. They can also give feedback on potential options developed through the business case process.
The first step in a business case process is understanding the challenges and opportunities that need to be addressed.
Early investigations found several challenges and opportunities relating to safety, connectivity and access for people travelling around Takapuna. Particularly those who would like to cycle more often but do not feel comfortable doing so.
The next step is to identify and assess options that could help address these challenges. We will also need to reflect on what we hear from the community.
Between mid-2025 and early 2026, we spoke with more than 750 people. These were community conversations at local events, public engagement stands, and focus groups across Devonport, Takapuna and the wider peninsula. We also heard from hundreds of residents through travel surveys that explored how people move around their local area.
People told us:
- they would like to cycle more often, particularly for short local trips
- safety is still an important consideration
- there is a need for safe, connected cycling routes
- cycling is popular for recreation, but used less for everyday trips like commuting, shopping and school.
These insights are helping inform:
- the current investigation phase of the Takapuna Cycling Connection project
- our understanding of how people travel around the area today.
