Driving and walkingOverview
We are proposing the following safety upgrades at the Wintere Road and Hoteo Avenue intersection:
- install a roundabout with a non-mountable central island and a mountable apron to help slow traffic and support safer crossing and turning movements from Wintere Road
- install new refuge crossing facilities on Wintere Road south and Hoteo Avenue, including directional and warning tactile pavers where required
- reconstruct footpaths, realign kerbs and berms, and update road markings and signs to support the new layout
- install new broken yellow lines (no stopping at all times) to support the roundabout layout.
As a result of the upgrades, 9 parking spaces will be removed. This includes:
- 2 parking spaces outside 50 to 52 Hoteo Avenue on the Hoteo Avenue west approach
- 2 parking spaces outside 52 Hoteo Avenue on the Wintere Road north approach
- 4 parking spaces outside 56 Hoteo Avenue on the Wintere Road north approach
- 1 parking space outside 31A Wintere Road on the Wintere Road south approach.

Project background
We’re planning safety improvements at the intersection of Wintere Road and Hoteo Avenue in Papatoetoe to make it safer and easier to use for everyone, whether you’re walking, cycling, or driving.
The proposed roundabout will help slow vehicles and make it clearer and safer for people to move through the intersection.
The Wintere Road and Hoteo Avenue intersection has been identified as a high-risk location, particularly for people turning from or crossing Wintere Road.
Between 2021 and 2025, seven crashes were recorded at the intersection, including four injury crashes: two serious-injury crashes and two minor-injury crashes.
A further minor-injury crash was also recorded in 2026. Most of these crashes involved vehicles turning from or crossing Wintere Road and not stopping for traffic travelling along Hoteo Avenue.
This crash history shows there is an ongoing safety issue at the intersection and is the reason safety improvements are being proposed.
The proposed changes are intended to reduce the risk of future crashes and make the intersection safer, more comfortable and easier to use for everyone who lives or travels through the area.
