We're proposing a signalised intersection where Selwyn Road and Pah Road meet. This will make it clearer and safer for people to move through the intersection whether walking, cycling or driving.
We are also proposing to restrict southbound right turns from Pah Road into Selwyn Road. This will improve safety and visibility at the intersection.
Our investigations indicate that the number of vehicles making this turn is relatively low. As Pah Road is classified as an arterial road and forms part of the frequent public transport network, maintaining its capacity is important. Alternative routes are available via Pukehana Avenue or Orakau Avenue.
Before June 2027 we plan to:
- install traffic lights and create new pedestrian crossings on the north leg of Pah Road and Selwyn Road
- restrict the right turn from Pah Road into Selwyn Road, to maintain traffic flow on Pah Road
- rebuild the footpath with a new berm
- rebuild the driveway (vehicle crossing) outside 35 Pah Road to align with new kerb line
- install broken yellow lines (no stopping at all times) to support these safety improvements.
As a result, 6 parking spaces will be removed. This includes:
- 4 roadside parking spaces on Selwyn Road
- 2 off-peak parking spaces on Pah Road. Parking here is allowed outside of peak operational hours (Monday to Friday, 7am to 10am and 4pm to 7pm).

Project background
The intersection has been identified as a high-risk route due to a significant number of vehicle-turning crashes in recent years.
Between 2020 and 2024, 11 crashes were recorded, including 4 minor‑injury crashes.
Six crashes involved drivers turning right from Selwyn Road onto Pah Road who failed to give way to traffic on Pah Road.
Three vulnerable road users have involved in the 4 injury-related crashes, including 2 motorcyclists and 1 cyclist.
Given the high volumes of people moving through the area, the current layout does not support safe and predictable movement or prioritised pedestrian crossings.
We want to make this area safer, easier to use, and better connected for everyone living, working, studying, or visiting nearby.
