In August 2025, we proposed installing a new traffic light-controlled crossing with red surfacing outside 21 and 34 Kalmia Street.
The proposal aims to give priority to people crossing the road, whether on foot or by bike, when the light is green.
Public engagement was carried out between 20 August 2025 and 3 September 2025. We mailed and hand-delivered letters to residents, property owners and businesses along Kalmia Street and surrounding streets. We also engaged through the project webpage and online survey.
Engagement outcome
We thank the community in the project area for their feedback.
After carefully reviewing the feedback, we are moving forward as proposed.

Construction
Construction of the pedestrian safety improvements has started. We expect to finish by June 2026.

Project background
We’ve heard concerns about crossing safely on Kalmia Street, just north of the Ellerslie train station entrance. People are particularly worried about tamariki walking to and from school. In response, we proposed a range of improvements to help make the area safer and more accessible for everyone.
Proposed improvements
New traffic light-controlled crossing
The crossing will have red surfacing and be outside 21 and 34 Kalmia Street. It will give priority to people crossing on foot or by bike when the light is green.
Temporary bus stop removal
We will remove the bus stop at 21 Kalmia Street and upgrade the existing one at 19 Kalmia Street. We’ll remove unused driveways and rebuild the footpaths in their place. This will make it easier and more comfortable for people to walk through.
Widening the footpath and extending the kerb
To create a safer waiting area, we’ll make the footpath wider and the kerb longer on both sides of the crossing.
Upgrading the existing bus stop
We’ll build a new bench at the bus stop outside 34 Kalmia Street.
Installing tactile pavers
Tactile pavers warn people who are blind or have low vision that they are near a hazard. The new pavers will guide people safely to and across the road.
Installing new signage and road markings
To support these changes, we’ll add signs and road markings.
Benefits
It will be a safe crossing point for people accessing Ellerslie train station and for children crossing Kalmia Street.
It will give more priority to people crossing this busy road as traffic must stop.
It will be easier and safer for everyone to cross. Pram crossings help people with strollers or mobility needs cross more comfortably.
There will be a low impact on traffic flow since the crossing is only activated when someone pushes the button.
