Who is eligible for Total Mobility

To qualify for Total Mobility, you must be:

  • an Auckland resident
  • unable to complete one or more stages of a journey, due to a long- or short-term disability.

The stages of a journey include:

  • getting to a public transport stop or station
  • getting on and off a bus, train or ferry
  • riding safely and securely
  • getting to your final destination.

Children who meet the eligibility criteria can also apply for the scheme. For more detail on children’s applications, refer to section 2.3 of our Total Mobility conditions of use.

Contact an assessment agency


You'll need to be assessed by one of our partner agencies. Choose an assessment agency from the list on this page and contact them to book a time for an assessment. 

You may choose an agency based on location or your specific health needs.

Each agency has their own process and may charge a fee. Auckland Transport does not charge any additional fee during this process. 

Wait for confirmation


If your application is successful, we'll post your new Total Mobility AT HOP card to you.

It will come pre-loaded with the Accessible concession ready to use. This can take up to 10 working days.

Top up and begin using your card


Your card is ready to use in taxis as soon as you get it. 

To use it on public transport, you'll need to add credit to your account. You can do this online through MyAT

What happens if you’re unsuccessful

If your application is unsuccessful, you can appeal to AT to review the decision. A 3-person arbitration panel will review your application.

Important things to know

Card expiry

Total Mobility cards no longer have an expiry date. Once you've been assessed, you can use the Total Mobility scheme for as long as you need to.  

If your Total Mobility card has an expiry date, it does not need replacing. It will remain active unless your mobility circumstances change.  

Lost, stolen or damaged cards 

If your Total Mobility card gets lost, stolen or damaged, you can get a replacement free of charge.  

Either phone your Total Mobility assessment agency or call the AT contact centre. We'll send a new replacement card within 2 weeks of your request.  

Please note that you'll be charged full-price fares until your card is replaced.  

Transferring between regions 

If you’ve moved to Auckland from another region of New Zealand, you can transfer your Total Mobility details to the AT Total Mobility scheme.  

If you move away from Auckland to another part of New Zealand, we can transfer your details to the regional council you’re moving to.
