Overview

More than 17,000 vehicles use Mount Wellington Highway and Sylvia Park Road each day, including high volumes of freight and buses.

Evening congestion is already an issue, with speeds dropping to 18 to 25 km/h at busy times. With the opening of IKEA in December 2025, hundreds of extra vehicles are using these roads each hour.

To improve the efficiency, safety and flow of traffic, we proposed a series of changes that are low cost and can be implemented relatively quickly with minimal construction disruption.

Latest updates

We asked for feedback from May to June 2025. We received 247 responses through our survey, drop-in sessions, written submissions, and targeted engagement.

Key themes from the feedback included:

  • concerns about congestion — many respondents worried the T2 or heavy vehicle lanes would reduce capacity for general traffic
  • concerns about merging behaviour and safety
  • support for freight and buses — freight operators and public transport users highlighted benefits for reliability and futureproofing
  • stronger enforcement, clearer signage, better road markings, and improved pedestrian safety
  • IKEA’s opening and SH1 on-ramp were also common concerns, though these are being managed by other parties
  • limited feedback on the Panama Road clearway, Clemow roundabout, bus stop upgrades, and parking changes.

We used several methods to engage the community and raise awareness of the proposals.

Consultation outcome

The Maungakiekie-Tāmaki Local Board has endorsed the project.

We are now finalising the design and moving forward with these changes:

  • proceeding with the T2 or heavy vehicle lanes on Mt Wellington Highway and Sylvia Park Road, in the evening only
  • adding enforcement cameras to ensure the lanes are used correctly
  • clearway on Panama Road and revised Clemow Drive roundabout to improve traffic flow, updated to align with IKEA’s transport plans
  • upgrading bus stops to improve safety, accessibility, and shelter
  • converting parking outside Mount Richmond Superette to P30 based on business feedback.

We’re also exploring further improvements, such as yellow hatching at intersections to stop drivers from blocking them. We’re considering new bus stops with a safe pedestrian crossing on Sylvia Park Road.

These proposals reallocate existing road space, mainly by repurposing parking lanes, to prioritise buses, freight and carpooling while still keeping a general traffic lane.

We're still finalising the project details and will update this page with any additions or changes.

We plan to deliver these changes in coordination with other maintenance works, to minimise disruption for local residents and road users.

Project background

This programme is about making the best use of what we already have. By fine-tuning traffic signals, adjusting lanes, and reallocating space, we can deliver quick, cost-effective improvements that make a real difference. All of this without building new roads.
