We are committed to responsible and transparent procurement that delivers the best public value.
We recognise procurement as a critical function that:
- supports service delivery
- enhances supplier relationships
- manages risk
- ensures accountability to Aucklanders and our funding partners.
We promote fair competition, strong governance, ethical practices, and early supplier engagement, and we expect all procurement activities to be carried out in a manner that is lawful, impartial, and aligned with our strategic objectives.
Scope
This policy applies to:
- all Auckland Transport (AT) employees, permanent or temporary
- AT Board members
- all representatives acting on behalf of AT, including contractors, secondees, agency temps, interns, and graduate trainees
- all procurement activity undertaken by or for AT, regardless of value, complexity, risk, or procurement method.
It covers the entire procurement lifecycle from identifying a need through to contract management, supplier performance, and disposal or contract closure.

Our procurement activities must consistently apply the following principles:
- Plan and manage for great results.
- Be proportionate and right-size the procurement.
- Be fair to all suppliers.
- Get the right supplier.
- Get the best deal for everyone.
