Auckland Transport Board meeting rules and etiquette

As a Council Controlled Organisation, having the public attend Open Board meetings and hear public submissions, is an important way of engaging with Aucklanders.

Meeting Protocols

The Open agenda of Board meetings is open to the general public, but there are protocols that must be observed, including:

  • Please arrive on time and register your attendance at the sign-in kiosk provided in the reception area.
  • No recording or filming of the proceedings, either in person or via Teams, unless written permission is obtained from the Chair at least two days prior to a meeting.  If permission is granted, the recording must be unobtrusive, without distracting members.
  • There are to be no interruptions from the public gallery during the meeting.
  • The Chair reserves the right to remove any individual or group from the meeting.

Public submissions

Should you wish to address the Board in person, a written request must be submitted to the Board Secretariat (BoardSecretary@at.govt.nz) two weeks prior to each meeting. The request must outline the subject matter of the presentation.

Protocols for submissions and presentations:

  • Ideally a presentation should be sent in advance so that it can be projected onto the screen in the meeting.
  • If you have brought along written material on the day, please provide it to the Board Secretariat staff to distribute to the Directors.
  • Please do not interrupt or speak over the Chair or Directors whilst they are speaking.
  • Presenters can speak for up to 5 minutes. This is to ensure that the limited time on the agenda available is equitably shared amongst all submission requests.
  • Be prepared to answer questions following the presentation.
  • Please be respectful. If a statement is offensive and is likely to prejudice the conduct of the meeting, the Chairperson may ask you to leave the meeting.

The Chair has the discretion to decline to hear a speaker or to terminate a presentation at any time where the speaker is being repetitious, disrespectful, abusive, rude, offensive or deviated from the relevant subject.
