Proposal Update

In August 2020 we advised you that the mobility parking space upgrade on Davis Crescent would be completed between October and November 2020. Parking projects can be applied faster, so we have already been able to complete the works to convert the existing paid parking space to a mobility parking space on Davis Crescent. We also advised you that when the budget for the zebra crossing upgrade was confirmed we would be in touch again to let you know the construction time frames for this project.

Next steps

Funding has now been secured for the zebra crossing upgrade and construction is now planned to begin in late November 2021.

Contractors will issue notices to all affected residents 1 week prior to construction work.

In June 2020, we proposed changes in your area

To improve safety for people who need mobility ramp access and for people crossing the road as they walk to local shops, schools and recreation facilities, Auckland Transport and the Waitematā Local Board proposed two improvement projects near the Olympic Reserve in Newmarket.

Changes included:

  • A zebra crossing raised to a platform level with the footpath on Davis Crescent.
  • Rearrange parking spaces on Broadway and Davis Crescent.

The changes responded to requests from the community and Local Board to improve safety in this location and aim to slow vehicle speeds, provide mobility access and improve visibility for everyone using the road.

Changes proposed on Davis Crescent

At the Olympic Reserve, Davis Crescent, Newmarket we are proposing to:

  • Install a zebra crossing, raised on a platform level with the footpath, new kerb extensions, orange beacons, road markings and signs to make it safer for people crossing the road.
  • Extend the broken yellow lines (no stopping at all times) on either side of the crossing. This will remove 11 parking spaces but is necessary to improve visibility for all people using the road.

Convert an existing Paid Parking space to an P120 (2-hour) Mobility Parking space which has better access to ramps connecting to the footpath. This will create a bay of 3 Mobility Parking spaces.

This project is supported by the Auckland Regional Fuel Tax.

Changes proposed on Broadway

We are proposing to:

  • Remove the P120 (2-hour) Mobility Parking outside 77 Broadway.
  • Add 3 additional Paid Parking spaces, Monday to Sunday 9am to 6pm to the existing 2 Paid Parking Spaces. This will increase parking opportunities for people in the area.
  • Move the Loading Zone, Goods Vehicles Only, Monday to Sunday and Public Holidays, 8am-6pm by 10 metres. Loading zones help businesses unload and load their goods.
  • Extend the Bus Parking with broken yellow lines outside 77 Broadway to make it safer for buses to enter and exit safely.

Community Safety Fund

This proposal is part of the Community Safety Fund. Auckland Transport is partnered with the Waitematā Local Board to deliver this project, as part of more than 80 safety improvement projects across the Auckland region. The Community Safety Fund is a $20 million programme focused on addressing local road safety concerns raised by the community to local boards and ward councillors.

Auckland Transport cares for your safety. We want to make our roads safe for everyone, people walking and cycling, especially for our kids and senior citizens and people driving. Projects like this one around Broadway and Davis Crescent are another step towards our goal of achieving no deaths or serious injuries on our roads. We are guided by the Vision Zero approach to transport safety, which prioritises human safety over other measures (like minor time saving).

Proposal outcomes for Broadway and Davis Crescent

The proposed changes will proceed to the next stage of detailed planning before being implemented.

Parking projects can be applied faster, so we will be completing the Broadway parking changes first along with converting the existing paid parking space to the mobility parking space on Davis Crescent. There is a safety risk if we delay moving the mobility parking to Davis Crescent while we wait for the zebra crossing to be constructed. When the budget for the zebra crossing upgrade is confirmed we will be in touch again to let you know the construction timeframes.

Thank you to everyone who responded to our proposal and gave us the chance to better understand your community and concerns. A summary of your feedback and our responses to community questions is below.

Feedback received for Davis Crescent

  • We received positive feedback noting that the proposed changes will make the area safer for school students.
    Thank you for your feedback and we are glad to hear the proposal will improve the safety of people and road users.
  • Respondent is concerned that footpath on the west side of Davis Crescent is very narrow, with signs and parking machines and may not meet AT design standards. They suggested to reduce the painted median to allow for wider footpaths.
    The footpath on the western side of Davis Crescent outside Parnell College is not the ideal width. However, this section of narrower footpath does comply with the following AT design standard:
    • Where through route width must be reduced to between 1.5 m and 1.8 m, passing places at least 2 m long and 1.8 m wide must be provided within sight of each other and not more than 50 m apart.
      Unfortunately, a limited budget for this project means we cannot create a wider footpath at this time.
  • Suggestion that there should be a second crossing at Davis Crescent and Lumsden Green.
    The pedestrian crossing upgrade is an Albert‐Eden Local Board initiated project that aims to improve safety for pedestrians crossing on Davis Crescent within the vicinity of ACG College and local council sports facilities.
    We have forwarded the request for an additional crossing on Davis Crescent, near Lumsden Green, to the relevant department to investigate as a separate potential project in the future.

Feedback received for Broadway

  • We received positive feedback noting that the proposed changes will make the area safer.
    Thank you for your feedback and we are glad to hear the proposal will improve the safety of people and road users.
  • Respondent suggested to have a dedicated cycle lane along Broadway.
    Any proposal for a cycle facility would be part of a project which considers its location within the wider cycling network. This proposal focuses on resolving an issue related to an existing mobility parking restriction. Therefore, we have passed your suggestion to the Cycling Programme Manager for consideration.
  • Respondent suggested to have more substantial street improvements such as trees and widening the footpaths.
    Such improvements requested would be seen as part of a wider streetscape proposal which would have a much wider range of impacts and required resources than cannot be considered by this proposal. Therefore, we have passed your suggestion to our connected communities team who will be considering improvements to this corridor in the future.

Next steps

The parking changes on Broadway and the mobility parking space upgrade on Davis Crescent will happen between October and November 2020. When funding is confirmed for the Davis Crescent zebra crossing upgrade, we will be in touch with you to advise construction timeframes.
