We are proposing to install new No stopping at all times parking restrictions and limit lines on Kitchener Road at the intersections of Duncan Avenue and Carrie Street, Sandringham.

Why the changes are needed

Parked cars have been blocking visibility for other road users. These changes would improve the safety and efficiency of these intersections as well as improving visibility for people walking across these streets.

Proposal outcome

This project will proceed without changes to the next stage of detailed planning. A summary of the community feedback we received and answers to questions and concerns is below.

Feedback received

  • Requests for Broken yellow lines to be extended as to calm traffic speeds and improve visibility around driveways and intersections. We believe that the length of proposed parking restrictions will create sufficient visibility for road users, including pedestrians, to safely use these intersections whilst still providing a balance of on street parking for residents and customers of the local businesses.
    Parked vehicles on either side of the road can have the effect of discouraging drivers from speeding by giving the impression of a narrow road, encouraging greater care when driving. As such further removal of parking on Kitchener Road and the side roads is not desirable at this current time.
    Kitchener Road is also located within an area we have identified as being a priority for our Residential Speed Management Programme. This scheme will aim to improve the safety of our residential road environments for all road users, including pedestrians. We expect to start investigating this area in detail before June 2019.
  • Suggestions for more parking enforcement within the area as concerns have been raised about cars currently parking in No stopping zones and whether these vehicles will adhere to the new restrictions. Thank you for highlighting these concerns to us, we have passed your feedback onto our parking enforcement team to act upon accordingly.
    However, if you do notice a vehicle is parked illegally please call 09 355 3553 at any time with the details of the vehicle and enforcement shall be organised.
  • Concerns that these intersections are becoming increasingly dangerous with more traffic. Kitchener Road is located within an area we have identified as being a priority for our Residential Speed Management Programme. This scheme will aim to improve the safety of our residential road environments for all road users, including pedestrians. We expect to start investigating this area in detail around June 2019 and we will take your comments into consideration.

Next steps

This work will happen between now and June 2019 but we will let you know if there are further changes or delays

Our contractors will send notices to affected residents 48-hours prior to construction starting.
