Auckland Transport (AT) is applying for funding to make improvements to parts of Glenvar Road, a short section of Ashley Ave and East Coast Road (between Glenvar Road and Oteha Valley Road).

Project overview

The local community and elected members have asked for improvements to Glenvar Road and East Coast Road – particularly at the main intersections. And in response to a public petition, AT included this project in the 2018-2028 Regional Land Transport Plan (RLTP).

The RLTP is a 10-year investment programme for transport in Auckland, developed by Auckland Transport (AT) together with the New Zealand Transport Agency (NZTA) and KiwiRail to respond to growth and challenges facing Auckland over the next decade.


The RLTP has set aside $45.6 million dollars for this project and we need to apply to access these funds (available if the funding application is approved).

To help prepare our funding application for NZTA, in late 2019, we sought public feedback on our proposed improvements and asked people to tell us the issues they face on these roads and what they would like to see changed.

Limited funding is available, so if our application is successful, the types of improvements possible could be a mix of:

  • footpath upgrades
  • intersection upgrades
  • transit / bus lanes
  • cycle facility upgrades or amendments
  • safety measures.


  • Transit / bus lanes will allow for faster more efficient traffic flow.
  • Intersection upgrades will allow safer and more efficient traffic flow.
  • Raised intersections slow vehicles to help prevent crashes, and if a crash does occur, minimise the damage.
  • Footpath widening will improve pedestrian accessibility and improve footpath connections.

  • November - December 2019 - AT sought public feedback on potential improvements.
  • April – October 2020 - AT completes the Business Case (taking into account all feedback).
  • October – December 2020 – Seek AT Board approval of the Business Case.

Due to Covid19 economic impacts the next stages are now subject to the next 2021 Regional Land Transport Plan (the document that lists all funded projects).

Project details

The improvements we sought feedback on were selected based on an assessment of what will provide the greatest benefit to a growing community while keeping within the available budget. We also took community requests on board and built on knowledge gathered from similar investigations and public feedback in 2012. Other options were investigated and discounted based on a number of considerations including the available budget.

It is important to understand the proposed changes are not final, they are subject to NZTA funding approval and the scope of what's proposed also may change.

Footpath upgrades

At present, there are sections of Glenvar Road with no footpath. We propose a shared path along the eastern/ southern side of Glenvar Road - this will require widening the existing footpath. It will be similar to the newly constructed Glenvar Ridge Road shared path and will make it safer and easier for people to walk and cycle.

Intersection upgrades

We propose upgrading the following intersections with traffic lights:

  • Glenvar Road - East Coast Road - Lonely Track Road.
  • Glamorgan Drive - East Coast Road.

This would allow for safer movements for everyone – whether driving, walking or on a bike.
The intersections would also be raised, meaning the entire intersection will be raised from the level of the road with ramps at each entry point. Intersections generally have a heightened risk of crashes occurring. This safety measure aims to slow vehicles to a safe speed to minimise harm should a crash occur.

Safety measures

In addition to the intersection upgrades, we propose:

  • a new raised pedestrian crossing to connect pedestrians and people on bikes on Glenvar Road to the newly constructed Glenvar Ridge Road shared path.
  • a new pedestrian crossings and/or coloured surface treatments across the side roads connecting to Glenvar Road to provide better pedestrian connectivity and safety.
  • planted kerb buildouts along Glenvar Road and ‘slow’ road markings which will help to reduce vehicle speeds to make the area safer - particularly for children getting to and from school.

Please note, we no longer propose the raised central median (raised barrier at the road's centre) on East Coast Road, between Glenvar Road and Glamorgan Drive, which was included in the 2019 public consultation plans. Instead, we will place a flush median strip (a section of white diagonal lines painted in the centre of the road) with up to three raised pedestrian islands.

Cycle facility upgrades or amendments

The existing cycle lanes on East Coast Road do not provide people on bikes with any separation or protection from vehicles. There were two serious injury crashes involving people on bikes in 2018 on this section of East Coast Road.

We propose to add a raised island or berm between the existing cycle lane on East Coast Road to improve the safety and attractiveness of these lanes (similar to the adjacent example). This will encourage less confident riders to use the cycle facilities.

On Glenvar Road, we propose a shared path for people walking and on bikes to share – as described above.

Transit lanes

We propose transit lanes on sections of East Coast Road – see map. With increasing demand on Auckland roads, transit lanes are key to using road space more efficiently, providing more capacity and getting more people to where they want to go faster.

A transit lane can only be used by buses, motorcycles, mopeds, bicycles, and motor vehicles carrying a specified minimum number of persons. These lanes operate during specific times of the day or potentially 24 hours a day, 7 days a week. Find out more about transit lanes.

Public engagement

We consulted on these proposed improvements from 8 November to 8 December 2019 and received 420 submissions.

Consultation outcome

We considered all of the feedback we received as part of the consultation process. And we reviewed the design in light of public feedback and made some changes to the proposed design.

Having taken all submissions into account, we have decided to:

  1. Remove the raised central median (raised barrier at the road's the centre) on East Coast Road, between Glenvar Road and Glamorgan Drive. Instead, we will place a flush median strip (a section of white diagonal lines painted in the centre of the road) with up to three raised pedestrian islands.

  2. Work through further changes to make merging into transit lanes safer.

    The revised detailed plans are not final, they are subject to NZTA funding approval and the scope of what's proposed also may change.

    Next steps

    We will now submit our application for funding to NZTA based on the revised design. Later in 2020 (once we have heard back from NZTA), we will begin working on the next phase of the project. By the end of 2021, the design will be finalised with construction likely to begin in 2022 with completion by 2023.

    We understand that the construction timeline is much later than many in the community would like. There are a number of steps we need to follow as part of the funding application process. We anticipate NZTA's decision by July 2020. After that, we can progress to the detailed design stage which involves:

    • Procuring consultants to complete the detailed design.
    • Completing the detailed design provided no further public consultation is required.
    • Applying for and obtaining any required consents.
    • Going through internal reviews and audits of the design.
    • Managing land acquisition (if required).
    • Procuring construction contractors.

    Our project team has undertaken everything they can to expedite the design process in order to bring the construction period forward. At this stage, they are aiming for construction to begin in the early part of 2022. The proposed timeline is the fastest this process can operate given the steps AT is required to follow and given our dependence on funding approval.

    We appreciate this is still some time away but hope the detail above provides you with a better understanding of our progress and the process involved in making these road improvements in your community.

    What will I do for money?

    I haven’t been beaten up, can Women’s Refuge still help me?

    We support women who have experienced any form of domestic violence: verbal, psychological/emotional, sexual, and financial as well as physical. In fact, psychological/emotional abuse is the most common form of domestic violence.

    How much does it cost to stay?

    Women's Refuge support and advocacy services are free. In the safe house, rent is usually charged once your financial situation is sorted out. Safety is our main concern. You won't be turned away if you don't have any money.

    How long can I stay in a safe house?

    Some women only stay a night or two, while others stay for weeks. You can talk with the advocates at your local refuge about how long you think you need to stay to ensure your safety.

    I don’t live with my partner, but he is abusing me. Can you still help me?

    Yes, you don’t have to be living with your partner to experience domestic violence and you can still call us.

    What happens if I haven't got any clothes or food?

    Women's Refuge has clothing that you can have. We’ve also got toys and books, formula and nappies. You are welcome to use our emergency food until you get your financial situation sorted out.

    Will other people be there?

    Safe houses usually have other women, including women with their children, staying there. Refuge advocates are around during the day.

    How will I get my kids to school?

    The advocates at your local refuge will help you work out transport for your children, or help with changing schools.

    Can Women's Refuge help me if I stay in my own house?

    Yes, we can provide all the same support and advocacy for you no matter where you choose to live. You may be eligible to access support through the Whanau Protect service.

    I'm living in a rural area. Can you still help me?

    Yes. Find your local refuge and they will be able to arrange support, advocacy and transport for you.

    Can Women's Refuge help around issues with children?

    Yes. We can provide support and advocacy around matters to do with custody, access and care.

    Getting out

    The most important thing is for you and your children to get out safely. It is important to know that leaving a violent relationship can be one of the most dangerous times for women and children so it is important to make a safety plan around leaving and keep your plans confidential. Below are some tips to help you make a plan.

    • If you can, pack a bag with bare necessities and important documents that you can leave with someone you trust. Include important documents such as passport, birth certificate, bank account details, driver’s licence, and bank cards and other things like medicines.

    • Know abuser's schedule and safe times to leave.

    • Contact us for guidance or a safe place to stay for you and your children.

    The safety of you and your children (if you have them) will be your primary concern. If you’re not ready or cannot safely leave, here are some things you can do to stay safe now.

    • Make a safety plan with the guidance of a refuge advocate.

    • Get yourself a pre-paid phone; keep it charged and safe.

    • Keep photocopies of important documents (passport, birth certificate, bank account details, medical notes, driver's licence, etc) and store these at the home of a supportive friend or family member.

    • Keep a journal of all violent incidents, noting dates and events.

    • If you can, open your own bank account and try to save some money.

    • If you have pets you are worried about, consider them in your safety plan.
