Proposal outcome

In November 2021, we proposed to install a pedestrian crossing on Killarney Street, Takapuna to improve pedestrian safety near the Takapuna Pool and Leisure Centre.

After reviewing all the feedback received, we looked into the design of this project in further detail to identify and address any potential issues.

We found that the proposed flat pedestrian crossing would have caused stormwater to flood the road which could result in vehicles losing traction with the road, as well as divert stormwater into the footpath and berm on the southern side of Killarney Street in heavy rain.

After thoroughly considering all the feedback and investigating the stormwater issue, we are proceeding with the following changes:

  • Install a flat zebra crossing at 37 Killarney Street. This will also include installing a new pedestrian island at the centre of the crossing to make it safer to cross the road by breaking up the journey, and yellow guidance paving markers to help visually impaired people find their way to crossings and safely across roads.
  • Install two gentle speed bumps on either side of the pedestrian crossing with supporting signage to warn drivers to slow down.
  • Rebuild the existing vehicle crossing into the Leisure Centre carpark to make it safer for pedestrians by reducing the length and giving them priority over vehicles entering or exiting. This will include installing a small speed bump (judder bar) at the entry to the Takapuna Pool and Leisure Centre.
  • Install new kerb ramps at the crossing point and at The Terrace and Killarney Street intersection. Kerb ramps are sloped sections of footpath that allow pedestrians, especially those with prams or wheelchairs, to travel comfortably from the footpath to the road.
  • Reshape the berm outside number 24 and 26A Killarney Street as well as number 10 and 17 The Terrace to prevent stormwater overflowing into these properties.
  • Install additional stormwater infrastructure on Killarney Street.

What happens next

Once the budget is confirmed, the proposal will proceed to the next stage of detailed planning before being constructed.

We will update residents about the construction date once it has been confirmed. Affected residents will also be contacted before any construction starts.

We’ve also received some suggestions and concerns about this proposal. The following is a summary of this feedback and our response to it.

Visibility issues

  • Concerned about visibility issues caused by the two signs on adjacent to the driveway at Number 22 Killarney.
    We appreciate you raising this with us. If the visibility issue caused by the two signs are still ongoing, please call us on 09 355 3553 to let us know.
  • Concerned that visibility of the crossing isn’t great and there is not enough warning of the crossing when vehicles come over the hill
    We’ve revised the design to improve visibility of the crossing so that approaching drivers can see it more easily.

Location issues

  • Suggestion that the pedestrian crossing is constructed on the other side of the Leisure Centre between Manurere street and the entrance to the Swimming Pools to improve visibility of the crossing and therefore improve pedestrian safety.
    The proposed crossing location was decided based on where most pedestrians currently cross the road from our site observations and crash history information.

Cycling concerns

  • Request that the bicycle parking is expanded, and the design is improved at the Leisure Centre. Request that pedestrian walkways and cycle paths from the road to the Leisure Centre are installed.
    We will pass on these requests to the Takapuna Leisure Centre.
  • Request that Cyclists be provided with an exception to the No Right Turn Sign, and permitted to turn right out of The Terrace onto Killarney Street; and additionally request for a cyclist waiting box to be painted on The Terrace for cyclists turning right onto Killarney Street.
    The No Right Turn restriction at this intersection has been put in place for safety and applies to all modes of travel. We, therefore, cannot make an exception to this restriction for cyclists. To ensure this intersection is safe for everyone, all road users must comply with the No Right Turn restriction.

    Advanced stop boxes for cyclists are generally only installed at signalised intersections to increase their safety and visibility. At this priority-controlled intersection, it’s likely that they would not be used because drivers need to stop close to the intersection (over the advanced stop box) to be able to see approaching traffic.
  • Request for a dedicated cycleway to be added to Killarney Street, integrated into the cycle paths to the Northern Busway.
    We are working to deliver a safe cycling connection between Milford and Takapuna over the next 10 years to enable and encourage more people to choose to cycle.     In addition to Auckland Transport funding, your Local Board also has discretionary funds for local walking and cycling projects. You can reach out to your Local Board and Ward Councillors directly to let them know about any ideas or suggestions you have to improve walking or cycling in your neighbourhood.

  • Concern regarding the deep stormwater drains on Killarney Street and request for them to be reduced or marked as a hazard.
    The deep stormwater drains on Killarney Street are important for preventing flooding. Any modifications to these may result in flooding of adjacent properties. We’d appreciate some further information about any stormwater drains along Killarney Street that poses as a hazard. Please call us on 09 355 3553.

  • Request for the data on the number of accidents at this location (Killarney Street) involving pedestrians.
    There has been one reported crash involving a pedestrian who attempted to cross the road at this specific location.
  • Request for data on the number of accidents and deaths involving pedestrians at crossings over the last 10 years in Auckland - broken down by the age band of the victims of those deaths and/or accidents and possibly time of accidents and the locations of those accidents.
    Please see the following information and Statistics from our Crash Analysis System relating to pedestrian related crashes at pedestrians crossing across the Auckland Region. This is largely based on crashes that have one of the following contributing factors outlined in their crash report:
    • Failed to give way to a pedestrian (implies the pedestrian had right of way so therefore likely to be at a formal crossing)
    • Did not stop at a steady red light (implies red light running and therefore pedestrian hit while crossing at signals)
    • Did not stop for a school patrol/Kea Crossing (implies pedestrian crossing at a zebra/kea crossing while it was patrolled by a school patrol)

  • Concerned the project is unnecessary because there is a crossing not that far away near Takapuna Primary.
    We proposed to install a crossing at this location as many pedestrians prefer to cross here. This is based on our site observations and crash history information.

Additional works

  • Request for an additional raised speed bump on Killarney Street adjacent to Campbell Street. Concerned about cars speeding down the hill and posing risk to pedestrians.
    An additional raised crossing was proposed at the intersection between Killarney St and Hurstmere Road. This in combination with the new proposed speed humps at this crossing will encourage slower speeds through the section going past Campbell Road.

We’re proposing improvements in your area  

In response to a request from the community, we are proposing to improve pedestrian safety by installing a pedestrian crossing near the Takapuna Pool and Leisure Centre on Killarney Street, Takapuna.

  • Install a pedestrian crossing on Killarney Street. The new crossing will be level with the footpath.
  • Install tactile pavers which are yellow guidance paving markers to help visually impaired people find their way to crossings and safely across roads.
  • Widen the footpath on both sides of the pedestrian crossing to reduce the crossing distance for pedestrians and to slow driver’s entry and exit speeds.
  • Re-build the existing vehicle crossing into the Leisure Centre carpark to make it safer for pedestrians by reducing the length and giving them priority over vehicles entering or exiting.
  • Paint new road markings and install streetlights, signs, and orange reflective disks to support the new crossing.

The proposed pedestrian crossing will reduce driver speeds and increase pedestrian safety and visibility when crossing the road.
