The Auckland Transport (AT) Board held their October meeting on Tuesday 29 October.

Chief Executive Update & Standing Items
Chief Executive Open Business Report – The Board heard from AT Chief Executive Dean Kimpton who highlighted the 9% increase in the last quarter on the “AT listens and responds to Aucklanders’ needs” Statement of Intent (SOI) metric.
Mr Kimpton also noted:
- Improved patronage for the Gulf Harbour Ferry following a return to its full timetable.
- Seven-Day Fare Cap performing well
- Fareshare: AT’s programme to make it easy for businesses fund their employees public transport costs is performing well.
- AT’s 24 hour pothole promise is now live.
Health, Safety and Wellbeing & Transport Safety Update – The Board heard from AT Director People and Performance, Karen Duffy, who highlighted that we are continuing to see an upward trend in incidents of violence, threats and aggression against staff.
The Police have been quick to respond to incidents and there is great collaboration between AT, Police, roading contractors, public transport operators, local boards and community groups/organisations on this issue.
The Board heard from AT’s Group Manager Transport Safety Teresa Burnett who highlighted that there were no road fatalities over the Labour Day Bank Holiday weekend. She also noted how Great Barrier Island’s new speed limits have been introduced and that the severity of crashes on the island is reducing.
Capital Programme Update – October 2024 Director Infrastructure & Place, Murray Burt, highlighted:
- There is progress on the rail level crossing removal at Homai Station.
- AT’s flood recovery programme is continuing to make good progress with over 90% of repairs complete.

Auckland Transport and Auckland Council joint traffic-related bylaw
The Board agreed that Councillor Chris Darby and Henare Clark will be the Board’s representatives on the bylaw panel .
Carrington Road Improvements – Business Case and Recommended Option Approval The Board approved the project to proceed with design and construction.

Sustainability Strategy - Year end: 2024 Annual Report and Scorecard
Chief Scientist, Cathy Bebelman, presented to the Board and noted AT is developing a Climate Transition Plan. She noted reduced funding affects AT’s ability to protect biodiversity by managing runoff and discharge.
FY2023/24 Annual Report – Performance against Statement of Intent
Acting Director Strategy & Governance, Scott Campbell, presented AT’s annual performance against the 2023 – 2027 SOI targets.
Potential Impacts of New Speed Rule
Group Manager Transport Safety, Teresa Burnett, presented to the Board noting AT was waiting final guidance from the New Zealand Transport Agency Waka Kotahi on details around proposed speed limit changes. She notes AT expects to be reversing speed limits on around 1,800 roads across the Auckland region in line with government legislation. These changes need to be in place by 1 July 2025.
