The Auckland Transport (AT) Board held its first meeting of 2025 on Tuesday 25 February.
Public presentations
The Importance of Public Transport for Disabled Youth – Jaden Movold and Lachlan Nagle from iLead gave a presentation on the importance of public transport for disabled youth.
Safety on inter-regional connector roads and major roads in Rodney – Geoff Upson (a member of the Rodney Local Board but presenting in a personal capacity) gave a presentation on development along major rural roads.
Road stoppages of the dead-end of Waimarie Rd, to enable ownership to be transferred to Auckland Council, to ensure these greenspaces can enjoy protection under the Reserves Act 1977 – Dave Allen gave a presentation on transferring ownership of the end of Waimarie Road from AT to Auckland Council, to allow it to become a reserve.

Chief Executive Open Business Report – The Board heard from Chief Executive Dean Kimpton who highlighted AT is currently meeting or exceeding 17 of its 23 Statement of Intent targets and has action plans in place to lift performance on the remaining six targets.
He spoke about initiatives in temporary traffic management, as well as recent achievements such as the launch of contactless payments and the work completed by AT and its rail partners while trains were not operating.
Mr Kimpton also expressed gratitude for the Government’s announcement of $200 million of funding for the removal of level crossings in Takaanini and Glen Innes, clarifying that the City Rail Link project never included the removal of all level crossings and that this would be done as funding allows.
Health, Safety and Wellbeing & Transport Safety Update – The Board heard from Director People and Performance, Karen Duffy, who noted that AT was working with its public transport operators to share training resources on how to identify and respond to risks.
The Board then heard from Group Manager Transport Safety, Teresa Burnett, who highlighted that in 2024 Auckland had the lowest number of road deaths on record.
Māori Outcomes Update – The Board heard from Director Strategy and Governance, Scott Campbell, who noted that Māori-owned businesses received 2.76% of AT’s total spend for the current financial year. The Māori Outcomes team is working to meet the Statement of Intent target of 3%.
Transport Emissions Reduction Pathway background and status update – Mr Campbell provided an update on the current status of the Transport Emissions Reduction Pathway (TERP). He said AT is working with Auckland Council to understand its current position on TERP.
Speed Limit Reversals Update – The Board heard from Road Safety and Community Transport Programme Director, Andrew Garratt, on AT’s progress to meet the new setting of speed limits rule introduced by Central Government.
Mr Garratt said speed limit changes are required on 1,540 roads and AT would be taking a phased approach to meet the rule as required by 1 July 2025.

Transport Safety Committee performance evaluation and report – The Board approved the Performance Evaluation Report for the Transport Safety Committee.
Finance and Assurance Committee performance evaluation and report The Board approved the Performance Evaluation Report for the Finance and Assurance Committee as well as minor updates to the Finance and Assurance Committee charter.
