Auckland Transport Capital Investment Programme 2024 to 2025 Auckland Transport Capital Investment Programme 2024 to 2025
We’ve heard what matters most to Aucklanders. You want a convenient, well-connected, accessible transport system. You also want better public transport and improved journeys for everyone on the road.
These messages from Aucklanders follow a series of public consultations in 2024. These are reflected in:
- Auckland Council Long-term Plan 2024-34 (opens in a new tab)
- Auckland Regional Land Transport Plan 2024-34.
Auckland Transport’s capital investment programme for 2024 to 2025 responds to these needs and priorities for Aucklanders. You will have the choice to drive, walk, cycle, bus, train or ferry your way around the region. We are supporting viable options that make journeys quicker, easier and safer.
In October 2024, the Auckland Transport Board approved a revised 2024 to 2025 capital programme of $1,352 million. This is to:
- improve public transport infrastructure
- optimise road networks
- provide much-needed investment in fixing roads.
Earlier in June 2024, the AT Board initially approved a capital investment of $1,459 million for 2024 to 2025. This was based on the government’s normal funding assistance rates. However, the final National Land Transport Plan 2024 to 2027 allocated less funding for Auckland. This plan was released in September 2024. To address the funding shortfalls, the AT Board considered options and approved a revised annual budget. The table below shows the difference between the initially approved annual budget and the revised budget.

On 24 October, Auckland Council endorsed a revised three-year budget for AT’s capital programme reflecting this annual programme. For a detailed summary, read agenda item 8 on the Auckland Council website (opens in a new tab).
The annual capital programme focuses on planned spending on public transport. This includes the Eastern Busway and City Rail Link, with investments in new electric trains and new ferries. Increased capital budget in public transport infrastructure will make journeys faster and more reliable.
Aucklanders have told us they’re frustrated with increasing traffic and long journey times. The capital programme includes investments in reducing congestion by:
- optimising the existing network
- providing more bus priority and dynamic lanes to support the flow of traffic at peak times.
Auckland Transport is committed to providing safer and more reliable journeys. We are repairing potholes on main arterial routes within 24 hours of notification. We are renewing footpaths in poor condition. Continued investment in flood recovery is another critical programme. We will effectively complete the repairs needed for roads damaged by the 2023 weather events. These renewals and recovery programmes will provide a more resilient network as we continue to face climate uncertainty.
The revised 2024 to 2025 capital budget is the largest annual capital investment in Auckland’s transport network to date. It is an increase of almost 30% compared to the previous year. We are focusing on improved road conditions, network resilience and integrated planning to deliver what people want. Auckland Transport will deliver these comprehensive capital programmes to provide more travel choices as our city grows.
