What we do

Auckland Transport plans Tāmaki Makaurau’s public transport network. We also run Auckland's bus, train and ferry services, connecting people across the region with safe, reliable and efficient public transport.

We work with third parties to provide public transport services. We also design, build and manage AT customer apps and the region’s integrated public transport ticketing system, AT HOP.

CCO of Auckland Council

AT is a council-controlled organisation (CCO) responsible for Auckland's public transport network. It was established under the Local Government (Auckland Council) Act 2009. Its role was reformed in October 2026 through the Local Government (Auckland Council) (Transport Governance) Amendment Act 2026, which established Auckland Transport as a public transport-focused organisation responsible for Auckland's bus, train and ferry services.

AT is accountable to its shareholder Auckland Council through its Statement of Intent (SOI) and its Annual Report.

AT’s activities are directed and guided at a strategic level by the board of directors.

How we are funded

Auckland Transport has 2 primary sources of funding.

• NZ Transport Agency Waka Kotahi (NZTA)—through the National Land Transport Fund (NLTF).
• Auckland Council—through the Long-term Plan and Regional Land Transport Plan (RLTP).

Additional revenue comes from other sources such as public transport fares, user charges and fees, other subsidies and vested assets.
