Loading and servicing is a critical activity for the everyday operation of Auckland's City Centre. With a considerable number of significant changes happening in the area, the Loading and Servicing Management Plan aims to mitigate the impact of this disruption on loading and servicing activities.
What is loading and servicing?
Loading and servicing is defined as activities that involve:
- the delivery or collection of goods
- carrying out a service such as building maintenance
- picking-up or dropping-off people.
Because of the density of the City Centre, loading and servicing needs to compete for street space with other uses such as people space, public transport infrastructure and other demands for parking. This competition for space will increase as the City Centre grows and street space is redesigned to support this growth.
Auckland has 2 types of on-street loading zones:
- General purpose loading zones (LZ) – Any vehicle, including goods vehicle can use this loading zone to pick up or drop off goods or passengers. The timeframes for use may vary.
- Goods Vehicles Only Loading Zones (LZ GVO) – These loading zones are reserved for commercial goods vehicles that are used exclusively for the carriage of goods. The timeframe for use may vary. A goods vehicle is defined as being “primarily for the carriage of goods and either has at least four wheels or has three wheels and a gross vehicle mass exceeding one tonne.”
Someone in either of these two types of loading zones, with multiple things to load/unload can go back and forth from their vehicle multiple times regardless of the time stipulated on the sign, as long as they are away each time no more than the time specified, for example 5 minutes (P5) or 15 minutes (P15).
Project background
This project provides a plan to ensure the effective operation of loading and servicing in the City Centre throughout this period of significant disruption. It is expected that AT will use this plan as supporting evidence to ensure that City Centre projects mitigate their impacts.
A series of recommendations have been suggested in order to address these issues in the short-term. These recommendations mostly involve the conversion of paid parking to loading zones, both for goods vehicles and general purpose to allow the public to pick up and drop off people and goods. There are also general recommendations that are more systematic and apply across the City Centre.
