Proposal outcome

In June 2021, we proposed changes to improve pedestrian and road user safety at the intersection of Takanini School Road and Manuroa Road. We proposed these changes because the intersection of Takanini School Road and Manuroa Road was identified as high-risk, as 36 crashes were reported at the intersection between 2015 and 2019. After reviewing all the feedback we received, we are proceeding with the work as proposed. These works will help support our Vision Zero goal.  

What happens next

We anticipate the changes will be constructed in the 2021/2022 financial year. We will be in touch with local residents and businesses prior to any construction taking place.

Community feedback

Thank you for helping us make better decisions for your neighbourhood, informed by your local knowledge. The majority of respondents were supportive of this proposal. In their feedback, people reported feeling unsafe at the intersection of Takanini School Road and Manuroa Road and expressed that the changes would improve safety for pedestrians, especially students, and road users. 

A summary of the additional comments and queries we received, and our responses to them, is below. 

Intersection 

  • Query regarding why the intersection needs to be raised if it is signalised. The intersection is raised to discourage red light running behaviour and to slow drivers down, so that in an unfortunate event of an accident, a crash is more likely to be at a safer and survivable speed, especially for pedestrians.  
  • Query regarding why the turning lane heading west is back further than the lanes heading east. The turning lane heading west is back further than the lanes heading east in order to accommodate heavy vehicles turning left from Takanini School Road north into Manuroa Road. 
  • Concern over there being enough clearance to turn on the corners especially for truck and trailer units. The intersection has been designed to ensure semi-trailer and truck and trailer vehicles are able to access the industrial area to the north of Takanini School Road.  
  • Concern that the raised signalised intersection is going to cause more congestion in the area. The new raised signalised intersection will cause delays to drivers at the intersection, however traffic modelling shows that it will be at an acceptable level. We are guided by the Vision Zero approach to transport safety, which prioritises human safety over other measures like minor time saving.   
  • Suggestion to install a roundabout instead of a raised signalised intersection. A roundabout was considered during our investigation stage, however due to safety concerns related to the high number of heavy vehicles using this intersection and potential conflict with pedestrians, especially the students from Takanini School, the roundabout option was not considered safe enough. 
  • Query regarding if there is an issue with the existing pedestrian crossing. While there are no issues with the existing zebra crossing on Manuroa Road, these changes provide safer crossing points for pedestrians on all legs of the intersection and provide a safer movement for vehicles exiting Takanini School Road. 
  • Suggestion to maintain the controlled school crossing on Manuroa Road until the work is completed and the school has had an opportunity to educate children on how to use the proposed intersection. We will take this suggestion into consideration when we work on the construction methodology. 

Cyclists  

  • Concern that the proposed design of the footpath does not acknowledge that the primary school students currently ride on the footpath and suggestion to also install a shared path to accommodate students cycling to school. A 3m footpath has been provided at the intersection, this is to future proof the intersection for any future shared path in the area. Unfortunately, providing a shared path connection to the school is not within the scope of this project.   

Parking 

  • Concern over the removal of 26 on-street parking spaces due to the amount of high density buildings going up in the area. We understand that the removal of parking can be inconvenient, but it is required at this location to maintain the operation of the intersection. 

We're proposing improvements in your area

Aucklanders have told us that moving around our region safely and easily is important to them. We are proposing upgrades to the intersection of Takanini School Road and Manuroa Road to improve pedestrian and road user safety at the intersection.

We are proposing to:

  • Raise the whole intersection platform and install signalised pedestrian crossings on all approaches with traffic lights and tactile pavers. Tactile pavers are yellow guidance paving markers that help visually impaired people find their way to crossings and safely across roads.
  • Reconstruct driveway entrances outside no. 63, 65, 65A, 70, 71, 72, 73, 76, 76A, 76B, 78, 78A, 78B, and 80 on Manuroa Road.
  • Widen and reconstruct the footpath and kerb to allow for the traffic signals and streetlights to be installed. The new kerb line will still allow heavy vehicles to access Takanini School Road northern arm.
  • Construct new berms to support the reconstructed footpath and altered kerb line.
  • Paint cycle stop boxes on all approaches of the intersection. Cycle stop boxes are green boxes painted with a bicycle symbol where people on bicycles can wait before the lights, this means cyclists are more visible for drivers.
  • Paint broken yellow lines (no stopping at all times) on Takanini School Road and Manuroa Road to support the operation of the new signalised intersection and improve road user visibility to pedestrians. This will remove 26 on-street parking spaces.
  • Paint new road markings and add signs to support the upgraded intersection.
  • Remove the existing raised zebra crossing outside 76 Manuroa Road, as pedestrian crossing demands will be met by the new, traffic signalised pedestrian crossings.
  • Trim the trees outside no. 76 Manuroa Road.

Auckland Transport would like to work with you to deliver safer roads in your neighbourhood. The intersection of Takanini School Road and Manuroa Road has been identified by Auckland Transport as high-risk as 36 crashes were reported at the intersection between 2015 and 2019. This intersection is where a busy, arterial road meets a smaller, local road, which creates conflict between commercial vehicles, drivers, pedestrians and cyclists. Further, Takanini School is in close proximity to the intersection and it is important that safe pedestrian crossings are provided for students in the area. Raising the intersection will slow drivers' speeds, while the new signalised crossings will provide safer places for pedestrians to cross.

Removing some on street parking is necessary to improve safety at this intersection. We understand removing parking can be inconvenient, so we have minimised the removal whilst supporting the intersection improvements and maintaining clear visibility of pedestrians and cyclists.
