We are proposing to install broken yellow lines (no stopping at all times parking restrictions) on both sides of the eastern end of Kell Drive, including the removal of approximately 6 parking spaces.

We are proposing these changes as vehicle accessibility is currently being restricted by cars parked on the east end of Kell Drive.
Feedback
The proposal received mixed feedback with some concerns raised by respondents. After reviewing this feedback and all other supporting evidence, the proposal will proceed with no changes to the next stage of detailed planning.
Specific feedback
- Concerns over parking removal due to the high demand for parking in the area. We acknowledge that on street parking is of great value to residents and businesses, vehicles parked at the end of Kell Drive can significantly restrict both driver visibility and vehicle accessibility, particularly for large vehicles such as emergency vehicles. Ensuring that all roads meet the minimum access requirements for emergency vehicles is prioritised over potential on street parking. It currently is not possible to park on both sides without blocking the road entirely, only three potential parking spaces will be removed as part of the proposed changes (instead of the six initially quoted)
- Concern over the potential removal of residential parking for surrounding properties. No parking spaces associated with or directly outside surrounding properties will be affected by the proposal.
Next steps
We expect to introduce this work between July 2018 and June 2019, subject to further changes in design or funding issues.
Contractors will issue 48-hour notices to all affected residents prior to construction work.
