The Rodney Local Board Transport Targeted Rate (RLBTTR) was established in 2018 to deliver community transport services and infrastructure not included in the 2018 Regional Land Transport Plan.

Project overview
The Rodney Local Board Transport Targeted Rate was introduced by Auckland Council in 2018 after extensive community consultation. An annual rate of $150 is collected from all Rodney ratepayers by Auckland Council, and the programme is delivered by Auckland Transport on behalf of the Rodney Local Board.
The $150 per annum rateable property charge is projected to raise $46 million over 10 years to pay for new bus services and bus stops, park-and-ride facilities (Community Transport Hubs) and footpaths.
The RLBTTR was established on the principle that each subdivision within the local board area receive a proportion of the benefits that equates to the proportion of the revenue collected from that subdivision.
When RLBTTR is ring-fenced to deliver $46m worth of projects. When this level of income is reached the targeted rate collection will cease.
RLBTTR projects
The $46 million RLBTTR programme has been established specially to fund buses, bus stops, community transport hubs and footpaths in Rodney.
The Rodney Local Board recommended a long list of projects for funding from the RLBTTR. They were investigated then shortlisted for approval at local board business meetings.
Bus services
Three new bus routes were introduced in 2019:
- Route 998 between Wellsford and Warkworth – Introduced February 2019
- Route 128 between Helensville and Hibiscus Coast Station – Introduced February 2019
- Route 126 between Westgate and Coatesville – Introduced May 2019.
Twenty new bus stops have been installed to support these bus routes, several following requests from the community. Twelve bus stops have been installed on the Coatesville-Riverhead Highway (Coatesville and Riverhead), one in Opoto Place in Kaukapakapa, one in Station Road in Wellsford, and four on Kahikatea Flat Road (Kaukapakapa and Waitoki). Two new bus stops have been recently installed as part of a Coatesville-Riverhead Highway footpath project.
Bus patronage numbers for all three services met or exceeded patronage targets and have been folded into the Auckland Transport bus passenger transport network.
In September 2022 the local board decided to fund a new on-demand and fixed-shuttle Bus service linking Warkworth, Leigh and Sandspit for three years. Operators will be invited to tender for ride-share services, new AT Local electric vehicles have been ordered and the service is expected to begin in Warkworth in July 2023.
Community Transport Hubs
The RLBTTR is funding two new Community Transport Hubs in Warkworth and Huapai to support local bus services and address parking congestion.
- The Warkworth Community Transport Hub was opened at 80 Great North Road, Warkworth on Thursday 30 June 2022. It features 137 car parks (including 15 short term and four for accessible parking), a bus layover, two bus stops, footpaths, a signalised pedestrian crossing across Great North Road, two toilet blocks, bike parking, lighting and CCTV. - The Huapai Community Transport Hub remains under investigation. This proposed facility will provide parking for commuters catching buses on SH16. The existing nearby bus stops will be relocated and upgraded.
Footpaths
A priority for the local board and Rodney’s communities is expanding the footpath network in and between towns and villages to make it safer and easier for people to get around.
Criteria for footpath funding includes footpaths situated on busy school routes, on well-used pedestrian routes, and those that link existing areas to new developments.
The Rodney Local Board has approved $24.07 million to design and build 30 footpaths in Kumeū, Dairy Flat, Wellsford and Warkworth subdivisions. If laid end-to-end, the total length would be 10 kilometres of new pedestrian access.
